‘곡률’ 개념을 통해 본 미중간 무력분쟁의 조건: 지정학, 세력변화의 속도, 상호전략

국문 초록 (Abstract)

본 논문의 목적은 상대성이론을 통해 신현실주의 국제정치 이론을 재해석하고 그 발전가능성을 탐색하는 것이다. 월츠(Kenneth N. Waltz)의 세력균형이론은 국가간 세력배분을 국제정치의 핵심적 독립변인으로 간주한다는 측면에서 중력을 통해 물리현상을 설명하려는 뉴턴역학의 국제정치학적 적용이라 할 수 있다. 그렇다면, 뉴턴역학으로부터 이론적 진보를 이룬 상대성이론은 신현실주의 이론의 발전에 있어 매우 중요한 함의를 제공할 수 있다. (일반)상대성이론의 과학적 성취는 뉴턴이론이 설명하지 못했던 중력의 구체적 작동방식을 설명하는데 있다. 상대성이론에 따르면, 중력은 주변의 시공간을 왜곡시키며 물체들은 그와 같이 왜곡된 시공간에서 최소저항경로로 나아간다. 이것을 국제정치에 적용하면, 국가들의 세력배분 양상에 따라 주변공간은 왜곡되며 각 국가들은 이렇게 왜곡된 수준(곡률)에 따라 최대효용(최소저항경로)을 추구한다는 가정이 가능하다. 또한, 상대성 이론의 '동일성의 원리'(중력과 가속도는 동일)는 월츠가 엄격히 구분한 구조수준의 세력균형이론과 단위수준의 외교정책이론을 통합할 수 있는 근거를 제공한다. 이를 통해, 세력균형이론의 엄밀성을 확보하면서도 개별국가들의 외교행태까지 설명 가능한 이론적 근거를 마련할 수 있다.

다국어 초록 (Multilingual Abstract)

This article aims at revisiting structural balance of power theory through Einstein's theory of relativity. Waltz has attempted to explain the international politics by focusing on distribution of power among great powers and concluded that balance of power necessarily tends to appear over time. Waltz's theory of balance of power, however, has long been criticized for failing to explain particular behaviors of states. Waltz does not accept such criticism because he argues that such unit level analysis is not in the realm of his structural theory, but that of a theory of foreign policy. In this respect, the problem is how to improve Waltz's systemic theory without adding any other unit-level variables such as perception. For this, Einstein's relativity theory provides highly important implications for the progress of the balance of power theory. Einstein achieved a great success of improving Newtonian mechanics by specifying the mechanism by which gravity is transmitted: the warping of space which Newton left unexplained. By analogy, explaining a state's foreign policy requires understanding curvature(the degree of the warping of space) generated by distribution of power among states. This is because states decide their particular foreign policy not by power itself but by curvature made by power. This implies that states could opt for buck-passing or bandwagoning other than balancing.
