유니버설 디자인개념을 도입한 도심형 복합노인주거시설 계획에 관한 연구 = A Study on Urban Complex Residential Facility for the Elderly Based on Universal Design Concept

국문 초록 (Abstract)

우리나라는 2000년 65세 이상 노인인구가 전체인구의 7% 이상인 고령화사회에 진입하였고, 2018년에는 14% 이상인 고령사회, 2026년에는 20% 이상인 초고령사회가 될 전망이다. 이와 같은 모습은 다른 선진국이 경험하지 못한 빠른 속도로 이러한 변화에 노인주거의 필요성과 그에 따른 연계체계에 대한 관심이 필요한 시기이다.
고령화 사회는 노인개인의 문제이자 사회전체의 문제로써 사회·경제적인 구조에 있어서도 많은 변화를 수반하므로 노인들의 적극적인 사회 참여와 새로운 노인문화, 사회복지 수요증대로 활성화 되어진다. 근래의 노인주거시설은 도시근교형의 형태를 선호하여 계획되어지고 있지만 이러한 선호와는 다르게 노인들은 사회와 더욱더 격리되어 가족과 사회로 소외되어 또 다른 노인문제를 야기하고 있다. 이것은 노인들만의 문제로만 국한되는 것이 아니라 각 세대 간의 갈등을 자아내어 경제적, 사회적 관계를 저하시키게 되는 것이다.
또한, 노인주거시설은 노화현상에 따른 제반의 신체적 조건과 활동능력 등을 고려해야만 한다.
그러나 우리나라에서 이러한 측면에 대한 배려는 미비한 실정이다. 이에 유니버설 디자인의 도입의 필요성을 고찰하고 디자인의 원리를 적극적으로 도입하면 노인주거시설에서 노인들이 신체적 불편함을 극복하고 안전성과 심미성까지 추구할 수 있는 바람직한 노인주거시설이 될 것이다.
본 계획은 기존의 노인주거 문제점에서 지적되는 노인들의 사회적 소외를 극복하기위해 지역사회와의 통합을 고려하며 유니버설 디자인을 도입하여 노인과 다른 세대의 원활한 교류를 도모하기위해 지역커뮤니케이션센터로 주민이 이용 가능한 근린생활시설과 노인주거시설을 통합하여 계획한 새로운 도심형 복합노인주거시설의 제안이 될 것이다.

다국어 초록 (Multilingual Abstract)

Recently, there is an increase of old people in need of community care as the society faces the problem of old people’s aging. Our country has entered into an aging society with the population of the elderly over 65 years old is over 7% of the entire population as of 2000, and it is expected to become an aging society with over 14% in 2019. Such fast increase hasn’t been experienced in other advanced nations With that in mind, I concluded that applying the examples of abroad to domestic housing facilities is desirable, and the following were examined and we are in the time of needing residences for the elderly and the interest on the linking system accordingly. Age, physical handicap, and health condition were not taken into account when existing buildings were built which means there is a need for a new paradigm for the physically handicapped people.
Moreover, when building a silver town, we must take into account various physical condition and activity abilities. But these aspects of care are missing within the country and it can be meaningful to look for a solution in the examples of abroad. With that in mind, I concluded that applying the examples of abroad to domestic housing facilities is desirable, and the following were examined. First, old people’s special characters were studied. Among the characters, physiology and aging disease understood to extract considerations for designing for the handicapped. Secondly, to analyze the current condition of domestic housing facilities, the Guide of Welfare of the old people was examined and an investigation of the current condition of such housing was carried out. Now there are new paradigms coming into existence for human lives here and there. We must adopt a new concept in which all the handicapped, the old and the young can live equally. And we should build appropriate facilities for them. Therefore, the import of universal design concept is a required reality for housing facilities for the old.
