질서자유주의 경제학의 함의와 한계 = Implications and limitations of Ordoliberal Economics

This paper is a study on the identity and application of orderliberal economics. Ordoliberalism is an economic idea led by scholars influenced by german economist Walter Eucken. He suggests that the market order should be based on a price mechanism under perfect competition. The proper role of state is to guarantee it.
Ordoliberal economics became the foundation of the creation of the post-World War II German social market economy and its attendant ‘economic miracle.’ They were especially influential on forming a firm competition law in Germany. And the ordoliberal economics was developed by Müller-Armack into the German social market economy. This model is a fusion of order liberal economics, welfare system, and economic democracy. As this model, which sought a third way between growth and distribution, was successful, many countries tried to imitate it.
Therefore in this study, we introduce the ordroliberal economics and confirm whether there is possibility of this economics as alternative economics, especially as an economic idea which is more in line with reality after 2008 global economic crisis.
The order of the study is as follows. First, we examine the development of ordo liberalism. Based on this, we diagnose the implications of ordoliberalism in the real economy. Finally, we review the possibility and the limitations of ordoliberal economics to become alternative economics.
Research has found that orderly liberal economics fundamentally links traditions of conservative economics and conservative economic policy. And the actual policy content is not much different from neoliberalism or classical liberalism. The success of the social market economy in Germany is due not only to the ordoliberalism but also to the german social democratic tradition, strong labor unions and high economic productivity.
So this study points out that order liberal economics is used as a popular policy different from its nature. Finally, this study emphasizes that the social market economy is difficult to realize in a place where there is no balance between the progressive and conservative forces and where there is no high economic productivity.

국문 초록 (Abstract)

본 연구는 질서자유주의 경제학에 대한 이해가 충분히 마련되지 못한 국내 경제학계의 연구 공백을 메우기 위해 시행되었다. 질서자유주의 경제학은 독일어권 지역에서 발터 오이켄의 질서자유주의 경제사상에 영향을 받은 학자들이 주도되어 만든 경제학의 전통이다. 본 연구에서 질서자유주의 경제학을 주목하는 이유는 2008년 세계 경제위기 이후 주류경제학에 대한 재검토를 요구하는 시대적 상황 속에서 현실에 조금 더 부합하고, 현실 경제 문제에 대안이 될 경제이론의 가능성을 찾기 위해서이다. 아울러 질서자유주의 경제학에 대한 연구축적의 부족이 가져오는 몰이해와 남용을 방지하기 위해서이다.
이를 위한 구체적인 연구의 과제는 질서자유주의의 전개 과정을 살펴보고, 질서자유주의 경제학의 현실적 함의와 한계를 검토하는 것이다. 연구의 순서는 다음과 같다. 먼저 질서 자유주의 경제사상의 전개과정을 살펴본다. 다음으로 질서자유주의가 현실 경제에서 어떤 함의를 가지는지를 질서자유주의 사상이 실현된 사회적 시장경제의 논의 속에서 진단한다. 마지막으로 질서자유주의 경제학이 대안경제학이 되기 위한 가능성과 문제점 및 그에 따른 한계를 통해 질서자유주의 경제학의 정체성을 검토한다.
