지방문화행정에서 지역문화재단의 역할 정립에 관한 연구

국문 초록 (Abstract)

문화와 문화산업을 통한 지역발전은 지역개발에서 상당히 오래된 주체로 문화는 새로운 사회발전의 원동력으로 관심을 모으고 있으며, 지방자치단체의 기금 출연에 의해 설립되는 지역문화재단은 지역문화 발전에 중요한 역할을 하고 있다. 또한 국가 간의 교류가 활발해지면서 사회문화적 차이점이 더 이상 세계화의 장애요인으로 간주되지 않고 지역적 특성을 부각시킬 수 있는 문화자원으로 활용되고 있는 상황에서 지역문화는 지역이 주체로써 지역주민의 지역적 삶과 유기적으로 연관되고 있다. 이를 통해 지역의 문화정체성이 형성되고 지역문화의 중요성이 부각되면서 지역에 기반하고 지역성을 가지고 있는 지역문화재단의 설립이 늘어나고 있는 추세이다. 이에 따라 지방문화행정에서 지역문화재단의 체계적인 역할정립이 필요하다.
이러한 인식을 바탕으로 본 논문은 현재 지역문화행정의 주체인 지역문화재단의 현황 및 역할을 고찰하고 지역문화재단의 역할과 기능을 분석하였다. 이를 위하여 두 개의 문화재단을 선정하여 지역문화재단의 사업활동 현황, 지방자치단체에서 시행하던 사업들의 이관과 관련하여 제기되는 문제, 지방자치단체와 지역문화재단의 관계설정에서의 문제, 지방자치단체 인력의 전문성에 따른 재단과의 협력관계 형성에 있어서의 문제, 지역문화예술위원회가 지역문화재단과의 기능 중복과 관련된 문제에 관하여 현장의 의견을 채집‧분석하였다. 이러한 분석을 기초로 하여 우리나라 지역문화재단의 역할 정립을 위한 고려 상항의 방향을 제시하고자 하였다.

다국어 초록 (Multilingual Abstract)

As for the regional development through the culture and cultural industry as a very long main body in the regional development, the culture is drawing interest as a driving force of a new social development and the regional cultural foundation established by fund contribution plays an important role in the regional cultural development. In addition, as the exchanges between nations become active, the social and cultural differences are not considered to be a barrier reason of globalization anymore and are utilized as cultural resources to emphasize regional characteristics so that the regional culture in which a region is a main body is organically connected with the local life of local residents. Through this, the cultural identity of a region is formed and the importance of a regional culture is emphasized so that it tends to increase the establishment of regional cultural foundations based on a region with regional characters. Accordingly, in the regional cultural administration, systematic role establishment of a regional cultural foundation is required.
Based on this recognition, this study tried to examine the real state and role of a regional cultural foundation as a main body of the current provincial Cultural Administration and analyze the role and function of its operation. For this, two cultural foundations were selected to carry out case analysis of the business activity state of the regional cultural foundation, transfer of businesses performed by a self-governing body, the present state and barrier factors of relation establishment of the self-governing body and a regional cultural foundation, problems about formation of cooperative relations with a foundation followed by the expertise of manpower of a self-governing body and compromises on function duplication of the regional cultural art committee with a regional cultural foundation. Based on this analysis, it tried to suggest a direction of considerations for role establishment of a regional cultural foundation of our country.
