This study starts from recognizing the necessary of urban environmental improvement and purposes to prepose a new improvement scheme of urban districts are serious physical housing problem. For the purpose of archiving these, I did the case study. The results of this study are summarized as follows.
1. The improvement plans of CBD are to do development in the neighborhood of station. The district of Chung-moo-dong is near from CBD in Pusan and takes charge of commercial business and sales. So in this district, these parts has been to strengthen and residential areas have to be moved around CBD.
2. The improvement plans of residential areas must be progressed toward making the best use of a local specific character. Seo-gu is located in hilly sections in Pusan. For that reason, the application of a typical method like a high-rise apartment building raise serious damages. So I insist on the low-density development method to use a slope advantage. For setting about this plan, local government must have enough finacial power. So I suggest a device for supporting these subjects partially. This is 'Transfer of Development Right'. Finally when the harmony between public-interest and self-interest is achieved, the urban residential areas can be improved systematically and problems will be settled satisfactorily.
