지속가능한 세계화 과제와 전략 = Tasks and Strategies of Sustainable Globalization

국문 초록 (Abstract)

이 논문은 새로운 대안적 발전모델로서의 지속가능한 세계화를 검토하는 데 그 목적이 있다. 세계화 시대의 도래는 국제 경쟁력을 더욱 강화시켜야 하는 동시에 사회 양극화를 해소해야 하는 이중적 과제를 안겨준다. 1997년 외환위기 이후 김대중 정부와 노무현 정부는 이런 과제들을 해결하기 위해 한국식 `제3의 길`을 추진해 왔지만, 이 전략은 최근에 들어와 새로운 시련에 직면해 있다. 지속가능한 세계화는 세계화에 능동적으로 대응하는 동시에 세계화가 가져오는 양극화를 적극적으로 제어하려는 전략이다. 그것은 크게 네 가지 전략으로 구체화할 수 있다. 성장과 분배의 선순환과 대외개방과 대내복지의 선순환을 포괄하는 `이중의 선순환`, 시장에서의 경제적 경쟁과 시민사회에서의 사회적 형평을 생산적으로 결합하려는 `능동적 국가`, 자본과 노동 사이의 역사적 타협을 모색하는 `사회협약`, 그리고 사회갈등을 민주적으로 해결하려는 `거버넌스`가 바로 그것이다.

다국어 초록 (Multilingual Abstract)

This paper aims to construct the sustainable globalization model as an alternative development strategy. The coming of globalization era brings a double task to increase international competitiveness and to decrease social polarization. Since the financial crisis of 1997 Kim Dae Jung government and Roh Moo Hyun government tried to drive Korean version of `the Third Way` to cope with the double task, but they had some trouble in doing it. The sustainable globalization can be regarded as a development model to positively soften the impacts of globalization and simultaneously to actively resolve the social polarization. This model is composed of four strategies: `double good circle` including a good circle of growth and distribution and a good circle of external openness and internal welfare, `active state` that productively combines economic competition in the market and social equity in the civil society, `social pact` to seek historical compromise between capital and labor, and `governance` to democratically resolve social conflicts.
