러시아의 대한반도 정책 : 어제, 오늘, 내일 = Russian Foreign Policy toward the Korean Peninsula: An Overview

국문 초록 (Abstract)

러시아는 아시아－태평양지역에서 러시아의 프로필과 영향을 증대시키는데 목표를 둔 3가지 광의 접근(전략적 다양성, 아시아의 협조체제, 그리고 다자참여)을 추구했었다. 그러나 이 글에서 언급된 것처럼, 이 3가지 정책 접근은 모두 성취하지 못하고 있다. 90년대 이래 한반도는 러시아 외교정책에서 중요한 주제이었다. 한반도의 문제와 관련 러시아외교의 중장기 목표는 다음과 같이 요약할 수 있다: 한국과 전략적 동반자관계의 발전; 북한과 좋은 이웃 관계 유지; 비핵지대화와 영구 평화체제 구축; 동북아의 제도화된 안보조직 구축; 남북한 간 민족화해와 평화통일 촉진하는 것이다. 요약하면 러시아의 대한반도 정책은 현실주의, 실용주의, 그리고 균형 정책에 중점을 두고 있다.

다국어 초록 (Multilingual Abstract)

Russia has pursued three broad approaches(strategic diversity, the “Concert of Asia”, and multilateral engagement) with the aim of raising Russia’s profile and influence in the Asia-Pacific. However all these policy approaches have been unsuccessful as described in this paper. Since the 1990s the Korean problem became an important topic in Russian foreign policy. The mid-and long-term goals of Russian diplomacy with respect to the problems of the Korean peninsula can be summarized as follows: developing a strategic partnership with South Korea; maintaining good neighbor relations with North Korea; creating a zone free from nuclear weapons and an eternally peaceful system; establishing an institutionalized security structure in the Northeast Asia; facilitating national reconciliation and peaceful reunification between North Korea and South Korea. In sum, Russian foreign policy toward the Korean peninsula focuses on realist, pragmatic, and balanced policy.
