Future urban policy inevitably demands extended civil participation in various stages of development projects including low-cost-high-efficiency land space structural policy and fulfillment of various demands. Private and public joint development project, one of civil participated projects, will be highly likely to have various conflicts because of complicated interests like the difficulty of securing neutrality between commercialism and public nature and the uncertainty of who is responsible. The conflict, if got worsened, will turn into economic, psychologic and social damage according to business cancellation and legal suit, and into another conflict like loss of confidence on urban administration and enmity between pro and con residents. The importance of management and prevention of conflict might be increased in promoting private and public joint development project.
This research analysed the process that the aftermath of conflicts between business participants has an effect on success or failure of project promotion, and birth and spread of another conflict. In addition, it presented conflict management device to prevent conflicts able to be generated in promoting the private and public joint development project. As for the composition of this research's analysis frame, the conflict developing process was divided, according to the standard of project promotion schedule, into potential conflict, perceived(felt) conflict, expression of conflict and aftermath stage. Analyzed were the conflict issue between direct and indirect stakeholders according to conflict stage and environmental factor, and the conflict management device used for conflict solution according to acting subject.
Through such process of analysis, this research presented following political and theoretical suggestions to manage and prevent conflicts in promoting the private and public joint development project. First, it is necessary to minimize the economic and legal conflict generating factor through thorough pre-review of project plan, and to prepare a countermeasure. When the public sector participates in the private and public joint development project, it is important to establish an official institution to discuss the propriety of related laws and the result of business feasibility review, and to prepare a criteria. It is because in case of the private and public joint development project, lots of political factors are generated, but as a result, the economical efficiency of project and legal and systematical irrationality cannot be overcome. Second, it is necessary to prepare a systematical and administrative institution for conflict management. Even private and public joint development project shows the general characteristics of public conflict, and project plan should include the plan of conflict management and response according to each project participant. A conflict adjustment agent is necessary for the project promotion period to evaluate and oversee it. Lastly, professional education is necessary to use efficiently cognitive accessive method out of conflict management methods. It was analyzed most important to prepare a system for professional education over efforts to improve professionalism on related field like public institution's development project, understanding of changed civil society like information sharing ability and improvement of civil conscience and raising recognition and method of the importance of conflict management. It is because indirect stakeholders recognized even private and public joint project as public project, and the cause of generated and deepened conflict in indirect stakeholders revealed as complain of public institutions' conflict management method.
This research had following limits in analysis of conflict developing process. The object area of this research was under trial between direct stakehoders and a deep interview was hard to proceed between them. Therefore it was hard to identify and review the analysis of project structure and superficial conflict situation and deep contents. The entire process of conflict could not be analyzed as the conflict stage did not reach to the solution. Consequently, analysis of conflict development and conflict management strategy did not made concerning the entire process until completion(including cancellation) of the private and public joint development project. Therefore it was the limit that this research did not present a specific device to manage and prevent the conflict developing process from potential conflict to conflict solution.
