The Global-local interplay : Korean foreign direct investment in the European union

국문 초록 (Abstract)

이 논문은 한국의 對유럽연합 해외직접투자를 사례로 세계적-지방적 상호작용의 본질과 특징을 고찰하는데 목적을 두고 있다. 이를 위하여 이 논문에서는 한국의 해외직접투자를 둘러싼 네 개의 서로 다른 공간규모들(세계적, 지역적, 국가적, 지방적 규모)간의 관계를 분석하는데 초점을 두고 있으며, 다음 두 가지 측면에서 학문적으로 기여하고 있다. 첫째, 세계적-지방적 상호작용의 맥락에서 해외투자기업들의 활동을 앞서 제시된 다양한 지리적 규모에서 그들의 진입과 퇴출과정에 대한 본질을 고찰했다. 둘째, 필자가 주장하는 바는 한국 해외직접투자의 세계적-지방적 상호작용의 견지에서 기업의 전용자산과 지역의 전용자산이 상호 결합되고 분리되는 구조적 가능성과 한계점들이 존재한다는 것이다. 이는 특히 한국기업의 방어적 유럽화의 한 형태인 판매 및 생산네트�p의 각 결절지에 대한 평가를 통해 보다 명확하게 드러났다.
이 논문은 1980년대 후반이후 한국기업들이 어떠한 의미에서 세계화되고 있는가에 대한 문제제기를 통해 다음과 같이 주장한다. 1980년대 후반이후 한국 해외직접투자는 세계적 ·국가적 조절양식 위기의 산물이다. 특히, 한국의 대유럽연합 투자는 이러한 위기탈피를 위한 주로 방어적으로 이루어졌다. 그럼에도 불구하고, 한국의 대유럽연합투자는 구조적 가능성(즉 위기의 국면에서도 대규모의 투자계획이 설정될 수 있었던 배경)과 한계점(대규모의 투자계획이 제대로 실행되지 못한 배경)이라는 역설적인 입장을 취하고 있다. 유럽연합 투자유치지역의 대량실업 및 지방정부와 중앙정부의 막대한 투자 인센티브 팩키지들이 구조적 가능성의 요소로서 관련된다면, 구조적 한계의 요소로서 유럽연합의 역외생산자들에 대한 무역규제(반덤핑규제 등)를 들 수 있다. 이와 같은 두 가지 상반된 구조적인 것들의 결합이 야기시킨 결과는 유럽연합내 한국기업들의 지속적인 불안정성이다. 그 대표적인 사례가 한국가전기업의 영국 북동부지역투자의 특징인 '투자표류의 지리학'(질적인 투자없이 급속하게 변하는 제품아이템들)과 관련된다.
이 논문은 위와 같은 주장들을 제시하기 위해서 질적 ·양적 접근방법을 병행하였다. 연구대상으로서 유럽연합에서 투자점유율이 높은 한국의 가전기업들에 초점을 두고, 거시적 분석과 미시적 분석을 병행하였다.
