환경 자원봉사 활동가의 활동만족도에 미치는 요인에 대한연구 -서울 동북지역 풀뿌리 민간환경NGO를 중심으로- = A study on determinants of activity satisfaction of environmental volunteers : Focusing on the grassroots NGO of northeast region of the Seoul

Today's global environment is suffering from various environmental
problems due to climate changes caused by environmental destruction and
increase of greenhouse gases. As a result of industrial revolution,
greenhouse gases increased and this increase of greenhouse gas brought
climate changes, which brought serious problems to global ecosystem.
Today, we need to put in a great deal of effort to reduce greenhouse
gases.
In order to deal with climate changes, we need to use new and renewable
energy source, such as solar power and wind power, instead of coal or oil,
and we need to change industrial structure from energy-guzzling to energy
retrenchment structure. The governments also need to set up and operate
institutions to deal with climate changes.
In addition, in order to prevent from policy failure, vitalizing volunteer
activities of citizens to change their actions and citizenship through
environmental NGOs also came to fore.
In this study, we will measure activity satisfaction level of environmental
NGOs and analyze and study factors affecting their participation level in
order to suggest the ways to increase their satisfaction level.
Northeast Seoul Grassroots Environmental NGO, which is the subject of
this study, is made of 12 groups with around 1,200 members including
"Peoples of Jungrang river”. This group deals with issues and problems of
regional environments, makes suggestions, and makes efforts to improve
understanding and consciousness of citizens in protecting regional
environment.
The three districts including NowonGu are autonomous districts located
northeast region of the Seoul with mountains and streams, which gave
regional and geographical reasons to choose this region to study. Also, even
though apartments are the main residential type of this region, there other
multi-unit houses, general houses, and shopping districts which makes this
study to form appropriate data of regional environment.
Northeast Seoul Grassroots Environmental NGO, which is the subject of
this study, is formed with adults who actually volunteer in environmental
activities, are studied by questionnaires, e-mails, and individual interviews.
The questionnaires used in this study, was sent to 12 groups including
"Peoples of Jungrang river” and put distinction by number of members.
Total 205 questionnaires were sent to the groups, 194 questionnaires were
collected, and only 190 were used for this study, the rest of them were
unselected through data cleaning for insincere and omissive reasons. We
used SPSS program to carry out frequency analysis on personal relations,
interests, activity awareness, participation motivation and general
characteristics.
Also, we carried out factor analysis to analyze activity satisfaction level of
the environmental volunteers about independent variables, and multicenter
retrospective study for analyzing cause-and-effect relationship.
Through this study, there are three determinants that affects activity
satisfaction of volunteers. First, the study suggested that awareness of
value of activities seriously influences regional environment protection, so
that the government and local governments need to make them participate
in establishing and executing environmental policies. Second, in details of
activity, participation range and time of environmental volunteering activities
are thought to be reasonable, so that Grassroots regional environmental
NGO has positive relationship with local residents. Third, in participation
motivation, they felt improvement on their specialty, knowledge, and abilities
on environments. Also, they felt sense of belonging in society and personal
existence through their activities.
Through this study, by setting the determinants that form satisfaction of
personal relations and self-achievements among the determinants that
influences environmental volunteer's activity satisfaction level and proving
hypothesis gave opportunity to actualize environmental volunteer's activity
satisfaction level.

국문 초록 (Abstract)

오늘날 지구환경의 현안은 환경파괴와 온실가스의 증가 그로 인한 기후변화로 야기되는 각종 환경문제이다. 산업혁명의 결과 증가된 온실가스에 의해 야기되는 기후변화는 심각한 상태로 지구의 생태계에 전반적으로 영향을 미치고 있으며 인류는 온실가스 절감을 위해 각고의 노력을 경주해야 하는 현실에 이르렀다.
기후변화 위기에 대처하는 방법으로 에너지원을 석탄과 석유등 화석연료에서 탈피하여 태양광, 풍력등 신재생에너지로의 전환해야 하고 산업구조를 에너지 다소비 구조에서 에너지를 절감하는 구조로 변환함과 아울러 정부조직에도 기후변화 대응을 위한 위원회를 포함한 전담기구를 설치하고 운용하는 것도 필수적이다.
이와 함께 민간부분에서도 환경NGO등 시민들의 자원봉사활동 활성화를 통해 시민행동 및 의식의 전환을 이끌어 내고 정부의 환경정책에 적극 참여함으로서 정책실패를 방지해야하는 것도 하나의 방법으로 대두 되고 있다.
본 연구에서는 이러한 환경NGO들이 참여하고 있는 활동만족도 수준을 측정하고 참여 만족도 수준에 영향을 미치는 요인을 분석하고 연구함으로서 환경NGO들의 활동참여 만족도 수준을 높이기 위한 요인을 제시하는데 목적을 두고 있다.
본 연구의 대상인 서울동북지역 풀뿌리 민간환경단체는 중랑천사람들을 포함하여 12개 단체에 약 1,200여명의 회원으로 구성되어 있는데 이들 단체들은 지역 환경에 관한 이슈와 문제를 다루고 문제에 대한 해법을 제시하며 지역환경을 보호하고 환경에 관한 주민의 이해와 의식을 개선하는 노력을 하고 있다.
또한 지역적으로도 노원구등 3개구는 서울 동북부지역의 관문에 위치한 자치구이며 지리적으로도 서울을 대표하는 산과 하천이 고루 분포되어 있고 주민의 거주 유형도 아파의 비중은 크나 비교적 공동주택 및 일반주택, 상가등이 고르게 분포되어 있는 등 지역환경 문제를 공유할 수 있는 여건이 잘 형성되어 있다.
연구대상인 서울 동북지역 풀뿌리 환경NGO는 실제로 환경활동에 참가하는 성인 남녀를 대상으로 하였고 질문지를 통한 설문조사와 개별면접e-mail을 통한 조사를 실시하였는데 본 연구에서 사용된 설문지는「중랑천사람들」등 12개 단체에 회원수별로 차별을 두어 총 205부를 배포하여 그중 194부가 회수되었고 무성의한 응답 및 기재누락등 자료선별(Data Cleaning)을 통해 사용한 자료는 190부였다. 수집된 190매의 설문자료는 SPSS 프로그램을 이용하여 대인관계등 주변의 관심, 활동인식 및 참여자의 내적외적 참여동기와 일반 특성에 대해 빈도분석을 실시하였다.
또한 이들 독립변수에 대한 환경자원봉사 활동가의 활동만족도의 분석을 위한 요인분석과 인과관계를 분석하기 위한 다중 회기분석을 실시하였다.
본 연구를 통해 나타난 환경자원봉사 활동가의 활동만족도에 미치는 요인을 살펴보면 첫째, 활동가치 인식에 있어 지역환경 보호에 많은 영향을 미치고 있다고 분석되어 정부나 지방자치단체에서는 환경정책이 수립집행 과정에 이들을 적극 참여시켜야 할 것으로 나타났으며, 둘째 활동내역에 있어서도 환경자원봉사 활동에 참여하는 참여범위와 시간이 적정하다고 하여 풀뿌리 지역환경NGO의 특성상 지역주민과의 협력에 긍정적인 역할을 하고 있고, 셋째 참석동기에 있어서 환경에 대한 전문성 향상과 활동가 개인적인 지식과 능력이 향상되었다는 자기개발적인 모습과 함께 나아가 사회적 소속감과 개인적 존재감을 느끼게 되었다고 연구 되었다.
이러한 분석과 연구를 통해 환경자원봉사 활동가의 활동만족도에 미치는 요인 중 대인관계 만족도 및 자아성취 만족도를 구성하는 요인을 설정하고 그에 따른 가설을 입증함으로서 환경자원봉사자들의 활동만족도를 구체화 하는 계기가 되었다.
