국가 안전관리 정보시스템의 발전전략에 관한 연구 = A Study of Development Strategy for the National Safety Management Information System in Korea

국문 초록 (Abstract)

현대 정부의 주요 역할 중 하나는 홍수, 태풍, 집중호우 등과 같은 자연재해와 대형화재, 붕괴, 폭발등과 같은 인위재난으로 인한 대형 참사를 막고 국민의 안전한 생활을 보장해주는 데 있다. 따라서 본 연구는 이 같은 국가 재해ㆍ재난관리의 효율화를 위한 정보관리시스템인 국가 안전관리 정보시스템 구축과 관련된 추진 실태 및 현황을 조사ㆍ분석하고, 이를 기반으로 향후 발전전략을 모색하는데 목적을 두고 있다. 이를 위해 먼저, 위기관리와 국가 안전관리 정보시스템의 의의를 살펴보았다. 둘째, 국가 안전관리 정보시스템 사업의 추진실태를 시스템 구성 측면과 시스템 개발 및 운용상의 측면에서 분석하여 그 문제점을 도출하였다. 마지막으로, 이들 논의를 기초로 하여 시스템 구성의 효율화 전략과 시스템 개발전략 및 효율적 운용전략, 정보시스템 발전전략을 제시하였다. 이와 함께 국가 안전관리 정보시스템은 과학적이고 장기적인 연구계획의 수립과 더불어 운용되어야 하고, 안전관리 정보시스템은 위기관리체계의 하위시스템이기 때문에 위기관리 제 도 및 행정이 적절하지 못한 경우에는 안전관리 정보시스템 역시 효율적으로 운용될 수 없다는 점이 확인되었다. 또한 안전관리 정보시스템의 구축은 지속적인 수정작업이 가능해야 하는 동시에 안전관리 정보시스템 자체에 대한 재난복구 계획의 수립이 요청된다.

This paper analyzes the present situation of the national safety management information system and presents the developmental strategies in the central and local governments. The backgrounds, the importance, the goals, the scope, and the methodology of the research is suggested in this research. This article deals with the subject of the knowledge-based society and its national safety management information system. The backgrounds and the process of the establishment of the national safety management information system are reviewed in the paper. Major findings are as follows. First, the national safety management information system in Korea should be established by responding functions rather than by the administrative convenience. Second, the emergency management actors in the local governments should involve with the process of the national safety management information system establishment. Third, it is necessary that the various scattered functions of the multi organizations should be integrated in the national safety management information system.
