아시아태평양 지역 무형유산보호에 있어 경쟁과 협력 - 한중일 유네스코 카테고리 Ⅱ(C2) 센터 사례를 중심으로- = Competition and Cooperation on the Intangible Heritage in the Asia-Pacific Region - Focusing on the Case of UNESCO Category Ⅱ(C2) Center in Korea, China and Japan

The concern on Intangible cultural heritage, as the expression of humanity’s identity and the driving force of sustainable development of the community, has been increased around UNESCO from the 1980s. As a result, the Convention on the safeguarding of Intangible Cultural Heritage was adopted in 2003 and about 179 member states are now joining the Convention to participate in international intangible heritage safeguarding activities. In particular, the increase in the establishment of the UNESCO Category (C2) Center, led by UNESCO and its member states, is becoming an important tool in effectively implementing UNESCO’s strategy and 2003 Convention on the safeguarding of Intangible Cultural Heritage, based on its regional expertise and on its site experience. In particular, the Asia-Pacific region is a very rare case where Korea, China and Japan each establish and operate a C2 Center through function sharing. Thus, the purpose of this article is to examine the dual relationship- competition and cooperation- among the UNESCO C2 Centers established by Korea, China and Japan and to propose ways to strengthen the cooperation mechanism among the C2 Centers by analyzing the structure and activities of each C2 Center. Although the establishment and division of functions of the C2 Center in Korea, China and Japan are the products of political understanding for the initiative of intangible heritage in the Asia-Pacific region, competition and cooperation are important not only to effectively achieve the organization’s performance and goals. Therefore, the cooperative relationship through mutual cooperation, solidarity and communication among the C2 Centers in Korea, China and Japan is very necessary. To this end, it also presents the possibility of horizontal and vertical integration among C2 Centers of the three countries in the long term, along with short-term measures such as development of strategic joint cooperation projects, direct participation in governing board meeting of C2 Center in Korea, China and Japan, and personnel exchanges.

국문 초록 (Abstract)

무형문화유산은 인류의 정체성을 표현하고 공동체의 지속가능한 발전을 이끄는 원동력으로, 1980년대에 들어서 유네스코를 중심으로 무형문화유산 보호에 대한 국제적인 관심이 고조되었다. 그 결과 2003년 「무 형문화유산보호협약」이 채택되었고, 현재 약 179개 회원국이 동 협약에 가입하여 국제 무형유산보호 활동에 참여하고 있다. 특히 유네스코와 회원국 정부의 주도로 이루어진 유네스코 카테고리 (C2)센터 설립은 지역 적 전문성과 현장성을 바탕으로 유네스코의 전략과 2003년 「무형문화유산보호협약」을 효과적으로 이행하 는 데 중요한 수단이 되고 있다. 특히 아시아태평양 지역은 한중일 3국이 기능분담을 통해 각각 C2센터를 설립하여 운영하고 있는 매우 드문 사례이다.
이 글은 한중일 3국이 기능분담을 통해 각국 내 설립한 C2센터 간의 관계를 경쟁과 협력이라는 개념에서 고찰하고, 한중일 C2센터를 둘러싼 환경 및 각 C2센터들의 구조와 활동을 분석하여 한중일 C2센터 간 협 력 메커니즘을 강화할 수 있는 방안에 대해 제안하는 것을 목적으로 하고 있다.
한중일 C2센터의 설립과 기능분담은 아시아태평양 지역 무형유산 주도권 선점을 위한 한중일 3국 간의 정치적 이해의 산물로 태생적으로 경쟁과 갈등의 요소를 내포하고 있다. 하지만 조직의 성과와 목표를 효과 적으로 달성하기 위해서는 경쟁뿐만 아니라 협력도 중요한 요소이다. 따라서 한중일 3국 내 C2센터들 간 상 호협력과 연대, 그리고 소통을 통한 협력이 매우 필요하다.
이를 위해 전략적 공동협력사업 개발, 이사회에 한중일 C2센터 대표의 교차이사 참여, 인적교류 등 단기 적 방안과 더불어 장기적으로 3국 C2센터 간 수평적·수직적 통합 가능성도 제시한다.
