복지민주주의의 지속가능성에 대한 비교연구: 서유럽, 미국, 일본, 한국

국문 초록 (Abstract)

본 연구는 자본주의 시장과 민주주의 정치가 길항 관계 속에서도 공생할 수 있었던 사례들을 분석해 그 원인을 규명하는 것을 목적으로 한다. 특히, 그 공생의 경험 중에서도 가장 성공적인 정치적 실험으로 평가받는 복지국가에 대한 논의로부터 출발할 것이다. 본 연구는 입법 과정의 효율성이 자본주의 시장과 민주주의 정치를 공생ㆍ발전시킨 매개 변수임을 밝힌다. 정치과정과 정치경제 제도를 연계시킨 입법과정에 대한 분석에서는 사회ㆍ노동 정책 뿐만이 아니라 경제(금융) 및 환경 정책에도 주목한다. 본 연구에서는 입법과정을 매개로 하여 정치대표체계와 이익 조정 체계가 상생ㆍ발전하는 민주주의를 ‘복지 민주주의’로 개념화 한다. 요컨대, 본 연구는 정치과정과 정치경제의 시각에서 복지 민주주의 정치경제 레짐을 분석하고 동시에 국제정치경제학 및 비교역사의 시각에서 복지 민주주의 정치경제 레짐의 외연과 동학을 다룬다. 이를 통해 21세기에 지속 가능한 한국형 복지 민주주의의 가능성을 탐색해 보고자 한다. 본 연구는 서유럽 비교연구, 미국 및 일본 사례연구, 그리고 베이지언 통계분석 연구로 구성된다.

The purpose of this study is to analyze why and how the antagonistic relations embedded in political democracy and capitalist market turned into a relation of congruence. Our study begins with analyses of the successful cases of wefare capitalism, i.e., Wester Europe, USA, and Japan. We argue that the legislative effectiveness is an intervening variable mediating and developing political democracy and capitalist market in tandem. In our analyses of the legislative processes intermediating the system of political representation and the system of interest coordination, we deal not only with social and labor market policies but also with economic policies and environmental policies. We define the democracy of coordinating and developing political represenation and interest representation in terms of 'welfare democracy.' To sum up, from the perspective of political process and political economy, this study analyzes political economy regimes of welfare capitalism. At the same time, from the perspectives of international policial economy and comparative history, this study sheds light on exogenous factors and dynamic processes of political economy regimes of welfare democracy.
