희망복지 전달체계 개편안의 사례관리체계 분석 = A analysis of the case management system in the scheme of the delivery system of public welfare service in korea

국문 초록 (Abstract)

지방분권의 강화와 국민의 사회복지욕구 증가에 따라 지방자치단체 중심으로 다양한 사회복지서비스가 개발되어 공급되고 있으나 이러한 서비스들이 수요자 중심에서 통합되지 못하고 단편적으로 제공되고 있어 문제로 지적되고 있다. 이러한 문제점을 해결하기 위하여 정부는 공공사회복지전달체계 개편을 추진하고 수요자 중심의 맞춤형 서비스를 제공하기 위해 사례관리를 공공역역에 도입하고, 사례관리의 실천을 통해 서비스통합을 이루고자 하고 있다. 그러나 현 정부에서 시도하는 공공사회복지전달체계 개편은 서비스전달체계 구성 및 운영 원칙인 서비스의 통합성, 연속성, 책임성, 접근용이성, 전문성 측면에서 평가가 필요하다.
본 연구의 목적은 개편되는 공공사회복지서비스 개편내용을 서비스 수요자 관점에서 5 가지 전달체계 개편원칙(서비스의 통합성, 연속성, 책임성, 접근용이성, 전문성)을 통해 기존 전달체계와 비교평가해 봄으로써 지역사회보호를 실현할 수 있는 효율적인 사회복지 서비스 전달체계를 구축하는데 있다.
연구의 내용은 사회복지서비스 전달체계 및 사례관리에 대한 이론적인 고찰과 미국, 영국의 노인복지서비스전달체계 고찰, 희망복지전달체계 개편방안에 대한 분석, 제언으로 구성되어 있다.
사회복지서비스 전달체계 개편은 국민들이 복지욕구를 합리적으로 해결할 수 있도록 지역사회가 보장하는 수단으로서 모든 국민이 편안하고 만족스럽게 서비스를 받을 때까지 지속되어야 할 과제이다.

다국어 초록 (Multilingual Abstract)

Until now to meet the strengthening of decentralization of power and the increasing needs of public social welfare, each self-governing body, has developed and provided various social welfare services for the public. However, we find some problems in which some of these services offered by the local government provide as fragmentary services instead of the synthetic ones in the demander's respect. In order to solve these problems, the central government expedites to reorganize the social welfare delivery system and introduces the concrete case management to public area for the individualized service, that is, for the side of users, thus the government intends to lead the service integration through the practicing of the actual case management.
Nevertheless, we can point out that the reorganization of social welfare delivery system set up by government needs careful evaluation in terms of the structure and the principle of service delivery system: the integration, the continuity, the responsibility, the efficient access, and the speciality.
The purpose of this research seeks to the possibility of the efficient service delivery system for social welfare to practice the case management, surveying the five reform principles(factors) of the delivery system compared with the established service system in the respect of service benefiter.
The contents consists of 1) the study of the theories; the delivery system of public welfare service and 2) the case study of the current delivery system for the senior welfare service in the United States of America and UK and 3) the analysis and the proposal for the method of hope/promising/desirable socal welfare reorganization.
The reorganization of social welfare service delivery system should be a ceaseless task as an important tool so that the local society can provide the guarantee for the desire of the public, till all the citizens are served with comfort and satisfaction.
