중산층이하 노후 대책을 위한‘노인복지형주택’에 관한 연구 = (A) Study of 'Silver Welfare Housing' who Blong Middle Class

국문 초록 (Abstract)

현대사회에서 노인문제는 여러 가지 문제를 포함하고 있지만 대체로 경제적 빈곤문제,질병과 건강관리문제,역할상실문제, 고독 및 소외문제,노인부양 및 보호 문제,긴 여가시간의 문제 등으로 분류될수 있다.
이러한 노인문제 중에서 현재 가장 심각하게 나타나고 있는 문제는노인부양문제라고 볼 수 있다. 고도의 산업화 사회는 가족에 대한 책임보다는 개인의 성공에 더 높은 가치를 부여함으로서 전통적인 사회구조 속에서의 가족의 형태를 붕괴시켰으며 여성의 사회적 진출과 기대 수명 연장 등을 가져왔다.
이로 인해 노인부양 문제가 심각하게 부각되고 있다. 부양문제는 우선적으로 개인이나 가족이 직면하는 문제이지만 이러한 문제가 현대사회로 넘어오면서 사회전반에 걸쳐 광범위하게 나타난다는 것은 심각한 사회문제라고 할 수 있다. 노인부양문제는 노인주택문제를 가져 왔으며, 노인주택문제는 노인인구의 증가라는 직접적인 원인이외에도 사회에 산업화와 도시화, 그에 따른 노인주택에 대한 욕구의 증가 가족구조와 가치관의 변화 등의 사회적인 , 요인과 노인주택 공급 정책 부진, 노인을 위한 주거시설의 미흡 등의 간접적인 원인도 노인주택문제 발생에 일조하였다.
고령화 사회로 진입한 우리나라의 노인주택문제는 이제 개인의 차원에서 해결 할 문제가 아니라 사회적 차원에서 다루고 해결해야 할시점이다.
그러나 현재까지 우리나라 노인주택 정책은 수용시설 위주의 저소득층만을 대상으로 한 한정적 범위에서 추진해 온 것이 현실이다. 이제 보다 광범위하게 노인들이 노인주택 정책 혜택을 보는 방향으로 전환해야 한다.
그러므로 본 연구에서는 선진국의 노인복지주택을 살펴보고 선진국에서의 노인주택유형에는 어떤 것이 있으며 우리나라에서 도입하여 정책 반영할 유형을 알아보고, 현재 우리나라 복지시설이 안고 있는 문제점 파악과 함께 보다 효과적으로 노인주택 해결 방안을 모색하였다. 그 방안으로 노인복지형주택 모델의 제시를 통해 고령화 사회에서 나타나는 노인주택문제를 해결방안을 제시하여 현재 우리나라가 안고 는 노인주택 문제 해결의 실마리를 찾아 보았다.

Old man problem includes various problem on modern society, but I can be classified with back generally economical poverty problem, disease and health care problem, role loss problem, solitude and estrangement problem, old man support and protection problem, problem of long free time etc
Problem that is appearing most seriously present among this old man problem can see that it is old man support problem. Highly industrialization society collapsed family's form within traditional social structure and brought woman's social advance life expectancy tool etc. by giving higher value in individual's success than responsibility about family.
Old man support problem is embossed seriously thereby. Support problem is problem that individual or family faces preferentially, but to appear extensively over society whole as these problem comes over by modern society can speak that it is serious social problem. Old man support problem brought old man housing problem, and old man housing problem is industrialization and urbanization at circle beside direct that is old man population's increase, indirect cause of social factor and old man house supply policy slump of change and so on of augmentation of desire for old man house, family structure and sense of values, insufficiency of residential occupancy for old man helped in old man housing problem outbreak accordingly.
Old man housing problem of our country that enter to aging society is visual point to deal in social dimension and not problem to solve in individual's dimension now and solve.
But, it is actuality propel in a limitative extent to low-income brackets of housing putting first of our country old man house policy until present. Old mans must change old man house policy benefit to this direction now more extensively.
Therefore, in this study, examine old people's welfare house of advanced nation and something searches type to reflect policy because is and introduces in our country in old man house type in advanced nation, and present our country welfare institution groped old man house solution more effectively with problem grasping which is huging. Old man housing problem that appear on aging society by the plan through old people's welfare elder brother house model's presentation presenting solution present our country beginning of old man house problem solution that is huging find.
