In the early 1970s, the U.S and the PRC shared some interest in purring down military tension surrounding Korean peninsular even though basic perspectives of two major powers on the Korean problems were different. The U.S and the PRC gave some influence on respective ally in Korea to propel North-South Korean talks and exchange between two parts of Korea at the first time from national division in 1948. The U.S. wanted the termination of UNCURK (United Nations Commission for the Unification and Rehabilitation of Korea) in the line of maintaining basic structure of Korean Armistice Treaty without serious modification of exiting me U.S-South Korean military alliance. China opposed these ideas by suggesting that substitution of Armistice Treaty for the Peace Treaty, simultaneous dissolution of the UNCURK and UNC (United Nations Commander), and eventual withdrawal of u.s. troops tram South Korea.
China gave concurrence on the dissolution of UNCURK in J973 after receiving an assurance from the us on the dissolution of UNC in the next year, 1974. However, two major powers could not narrowed gap on ·UNC issue in 1974. The U.S suggested the dissolution of UNC without basic modification of Armistice Treaty in Korea and existence of U.S. Troops in South Korea while China argued that the dissolution of UNC should be followed by substitution of Armistice Treaty for Peace Treaty and the withdrawal of the U.S. troop in South Korea. Therefore, these problems have never solved so far.
Two top leaders of North-South Koreas were informed of some basic contents of secret talks, if not all, which had been developed between two major powers by their respective ally. These secret talks also influenced on modification of ill-a Koreas' unification policy and foreign policy. President Park Chung-hee made a Special Statement on Peaceful Unification and Foreign Policy of South Korea on June 23, 1973, which made more favorable environment to produce agreement on UNCURK problem between two major powers. Also, North Korea argued for Peace Treaty between the North Korea and the U.S. from March of 1974· while North Korea had argued for peace treaty with South Korea before March of 1974. This change of North Korea's policy occurred right after the U.S. gave an assurance to the PRC on the dissolution of UNC, which probably stimulate North Korea to try direct contact with the U.S. for the Peace Treaty.
