이해관계자가 바라는 산림의 미래와 정책 우선순위 = Desirable Forest Futures from Stakeholders and Policy Priority

국문 초록 (Abstract)

이 연구는 이해관계자가 바라는 산림의 미래에 도달하기 위해 산림 분야 미래 이슈의 선호도와 발생가능성을 평가하여 산림정책 우선순위를 선정하는 것을 목적으로 한다. 이를 위해 미래 워크숍을 통해 선정된 29개 이슈에 대해 국민과 산림산업 종사자를 대상으로 설문조사를 수행하였고, 선호도-발생가능성 분석을 통해 지속·유지 전략, 집중 개선 전략, 대안 발굴 전략 낮은 우선순위에 속하는 이슈를 유형화하였다. 이해관계자가 바라는 미래에 도달하기 위해서는 산림복지서비스에 ICT 기술 활용, 바이오 임업을 위한 BT기술 개발, 도시숲 확대, 산림 수자원 및 탄소흡수원 증진, 기업의 ESG 연계 산림경영을 위한 산림 정책을 2040년까지 지속·유지할 필요가 있다. 한편, 산림 개발 규제와 가상현실 산림복지서비스 정책은 이해관계자 간의 다른 선호로 인해 사회적 합의점을 찾기 위한 지속적인 논의가 필요하다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to prioritize forest policy for achieving desirable forest futures from stakeholders by evaluating their preference for issues in the forest sector in the future and the possibility of occurrence of them. To this end, surveys were conducted to evaluate 29 issues suggested in future workshop targeting the public and forest workers, and the issues were categorized into future strategies including ‘Keep Up the Good Work’, ‘Concentrate Here’, ‘New Alternative’, and ‘Low Priority’ using preference-possibility analysis. As a result of the analysis, it is necessary to implement the application of ICT·BT for forest welfare services and bio-forestry, the expansion of urban forests, the enhancement of forest water resources and carbon sinks, and the corporate ESG-linked forest management by 2040. On the other hand, forest development regulations and virtual reality forest welfare service policies require continuous discussion to find a social consensus due to different preferences among stakeholders.
