학보게재 논문 저작물의 이용 활성화를 위한 방안 연구 : 개방형 벌집모델을 중심으로

The purpose of this study is to identify the problems of copyright administration related to scholarly journal paper that may be used most actively in studies of researchers among scientific work, and to present measures for improvement.
Scholarly journal paper are under real names and restrained by the right of publicity. Also, they are characterized by voluntary restraint in exercising right of property. Scholarly journal paper are for being read and quoted by more researchers, and being noncommercial is a characteristic assumed in them.
The research questions of this study are as follow: First, what are the characteristics of the copyright policies between an author and an academy? Second, what are the characteristics of copyright contract between an academy and a publishing company? Third, what are plans for revitalization of scholarly works?
The problems indicated from the analysis of scholarly journal paper are roughly three: (1) only one review mentioned copyright in regulations on scholarly journal paper examination; (2) the contents of copyright transfer consent and copyright contract are ambiguous; and (3) authors do not have a right of selection related to copyright transfer consent.
It is necessary to change the existing system of copyright administration of scholarly journal paper that is one-sided. There are fair use and open access for the rationale of activation of using scholarly journal paper, but their application is limited in Korea. 'Open Honeycomb' model is a mode for copyright administration, diversified and multilayer administration system applied of the structure of honeycomb. Associations should accept the various requests of authors after deciding scholarly journal paper publication and let the authors select how much the copyright is transferred.
Much effort and interest are necessary to administrate copyright with consideration of individual authors. However, through such efforts, the authors can realize their right and the associations can prevent further dispute on copyright. That distribution and utilization of scholarly journal paper are determined by the authors may not only serve as a trigger for researches but also be the approach most suitable for copyright.
