그린뉴딜 시대 비건 텍스타일 사례 연구 = A Study on Vegan Textile Case in the Green New Deal Era

국문 초록 (Abstract)

코로나19(COVID-19) 팬데믹(Pandemic)으로 기후변화와 저성장이라는 환경·경제적 이슈는 지속가능 사회 실현을 위한 어젠다(Agenda)로 그린뉴딜을 한 축으로 하는 ‘한국판 뉴딜 종합계획’에 이어 2020년 11월 산업통상자원부는 ‘섬유·패션산업 한국판 뉴딜 실행전략’을 발표하였다. 이러한 패러다임의 전환에 섬유·패션산업은 자연·생태계 보전, 자원순환 등에 기초한 환경친화적 경제안정정책의 필요성이 요구된다. 본 연구의 목적은 2020년 7월 정부가 발표한 그린뉴딜(Green New Deal) 정책을 토대로 섬유산업의 나아갈 방향을 이해하고, 지속가능한 비건 텍스타일(Vegan Textile) 사례를 분석하여 그린뉴딜 시대에 비건 텍스타일 소재 개발의 중요성과 가능성, 방향성을 제시하고자 한다. 연구 방법으로는 정부와 섬유·패션산업에서 발표한 그린전략과 행동양식을 분석하여 환경에 유해한 소재 대체를 위한 신소재 R&D 강화의 중요성과 신종감염병 상황에 친환경 기업에 적극적인 소비 행동을 보이는 비건 지향적인 소비 행태, 그리고 비건 텍스타일 연구를 통해 생분해성 섬유, 리사이클 섬유 등을 포함한 비건 텍스타일의 범주가 확장되고 있음을 확인하였다. 따라서 비건이 지속가능, 환경, 사회문제 등과 관련하여 그린뉴딜 추진 전략과 방향을 같이 한다고 볼 수 있으며 그린뉴딜 시대에 섬유·패션산업의 지속가능을 위해서는 생태계 보호와 사회복지를 아우르는 ESG를 고려한 글로벌 가치사슬 구조(GVC)의 진정성 있는 친환경 전략과 실행 체계 등의 구축이 필요한 상황이며 소비자 욕구와 사회적 가치가 맞물리는 공동의 목표 실현을 위해서는 정부의 적극적인 정책 및 지원이 필요하다.

Due to the Covid-19 pandemic, environmental and economic issues such as climate change and low growth have become an agenda for realizing a sustainable society, and as a resolution to this agenda, South Korean Ministry of Trade, Industry and Energy announced the ‘Korean New Deal Implementation Strategy for Textile and Fashion Industry’ after ‘the Korean New Deal Comprehensive Plan’. In this paradigm shift, the textile and fashion industries require the need for eco-friendly economic stabilization policies based on nature and ecosystem conservation and resource circulation. The purpose of this study is to understand the direction of the textile industry based on the Green New Deal policy that was announced by the government in July 2020, and analyze the case of sustainable vegan textiles and present the importance, possibility and direction of developing vegan textile material in the Green New Deal. By analyzing green strategies and behavior patterns announced by the government and the textile and fashion industries, the importance of strengthening R&D for new materials to replace materials harmful to the environment, vegan-oriented consumption showing active consumption behavior for eco-friendly companies in the face of new infectious diseases, and the expansion of categories of vegan textiles that include biodegradable fibers and recycled fibers through research on vegan textiles were confirmed as research methods. Therefore, it can be said that veganism is in the same direction as the strategy for promoting the Green New Deal in relation to sustainability, environment, and social issues. For the sustainability of the textile and fashion industries in the era of the Green New Deal, it is necessary to establish a genuine eco-friendly strategy and implementation system of the global value chain structure (GVC) considering ESG that encompasses ecosystem protection and social welfare. The government's active policies and support are needed to realize the common goal that meets both consumer needs and social values.
