Education in Korea under humanitarian ideal allows all nations to build up their own characters and have independent living skills and capability necessary for democrats, in order to lead a humane life and to help realize development of democracy and ideal of mutual prosperity.
Moreover, "right to receive education" is prescribed by the Constitution of Korea with appropriate facilities and system, so that everyone is able to receive an education based on their ability. Also, it is legally stated that educational policy that allows socially·economically disadvantaged people to receive equal education should be realized. However, due to industrialization and urbanization, population of farming and fishing villages decreased; size of the middle schools located in these areas reduced rapidly; educational gap between city and rural area is getting wider. This situation is causing a vicious cycle where more and more people are giving up farming and number of students schooling in small size middle school is getting smaller.
Such vicious cycle is causing a problem of which "right to receive education" is not guaranteed, because the educational policy in these schools is not able to provide equal education and normal curriculum due to various reasons. Thus, in order to analyze the operational state of this small sized middle school and plan its normalization, the following improvement plan was studied.
Firstly, small sized middle schools can be amalgamated into one centralized school to expand the school size and normalize the operation of curriculum. This will lead to securement of students' rights to receive education and increase in the efficiency of operational funds.
Secondly, as a plan to develop small school into specialized school, specialized school for rural area that emphasized the peculiarity of rural areas can be created. In this way, school can attract students from other area and play the central role in community development.
Thirdly, small sized middle school students' lacking of sociality and insufficient competitiveness can be improved by establishing various cooperative system like school, local resident and educational, administrative facilities and develop an affiliate program or combine curriculums.
