사회통합과 선거제도 개혁: 결선투표제의 적용효과 = Social Integration and Reform of Electoral System: Political effects of The runoff system

국문 초록 (Abstract)

본고에서는 사회통합을 위한 선거제도 개선방안에 초점을 맞춰 결선투표제도 (two-round system)의 구성원리와 적용효과를 중심으로 논의하였다. 특히, 선거제도와 정당체계간의 상호관계에 주목하여 어떠한 선거제도가 경쟁적 정당구도, 정당정치의 기반 강화 그리고 사회통합, 민주주의 발전에 도움이 될 것인가를 논의하였다. 현재 한국사회와 같이 정치적 양극화가 진행되고 보수-진보가 이념적 대결을 강화하는 상황에서 결선투표를 통해 사회적 합의를 마련하는 것은 매우 중요하다. 동시에 과반수 확보를 통해 정당성 확보는 물론 안정적인 국정운영을 가능하게 하는 방안이 마련되어야 한다. 결선투표제의 적용 효과는 첫째, 대표성의 강화와 사회적 합의 형성에 효과적인 선거제도이다. 이러한 장점은 한국사회가 안고 있는 지역·이념·세대간 갈등을 조정하고 국론통합에 기여하는 제도적 대안이 될 수 있을 것이다. 둘째, 투표율 제고와 대표성 강화의 효과이다. 투표율 증가는 현재 한국정치에 문제로 지적되고 있는 투표율 하락문제를 해결할 수 있다는 소극적인 차원에서가 아니라 보다 많은 유권자가 선거에 참여하여 대표자나 국정운영을 책임질 적임자를 선택하였다는 의미에서 정치체제의 정통성 강화에도 기여하게 될 것이다. 마지막으로 결선투표제 도입에 따른 비용문제와 관련해서는 결선투표제의 선택이 대표성과 정통성을 향상시키는데 도움이 되고 그로 인한 국민 통합과 정치적 안정성의 확보라는 혜택이 충분히 크다면, 또 한 번의 선거를 치름으로써 드는 추가비용의 문제는 그리 심각한 것은 아닐 것이다.

다국어 초록 (Multilingual Abstract)

This study has two main purposes. The first one is to investigate the characteristics of the runoff system. The second aim is to provide a political effects of the runoff system. The intention of runoff voting is that the winning candidate will have the support of an absolute majority of voters. Under the "first past the post" system the candidate with most votes wins, even if they do not have an absolute majority (more than half) of votes. Under the current constitution, the presidential election adopts Plurality system. That`s the way the candidate who received the highest polling score is elected. This way has been criticized for creating a president who is vulnerable to the democratic legitimacy without support from majority people. For this reason, the runoff system has been proposed as an alternative. The runoff system should find its advantage in strengthening the democratic legitimacy of the president. In this system, if no one gains a majority vote in the 1st election, the 2nd one should be conducted to make sure the support of majority. The runoff system tries to overcome this problem by permitting only two candidates in the second round, so that one must receive an absolute majority of votes. One of the strongest criticisms against the two-round voting system is the cost required to conduct two ballots. The two-round voting system also voter turnout is more likely to increase in the he second round.
