일반균형이론과의 비교적 관점에서 본 정책균형이론의 특징 = Characteristics of the Policy Balancing Theory Comparing to General Equilibrium Theories

국문 초록 (Abstract)

정책에 관련된 각종의 이해관계를 원만하고도 정의롭게 조정할 수 있는 정책균형에 관한 이론과 그의 실천방법이 학계에서 중요한 연구과제로 등장하고 있는 현실에서 본 연구는 정책균형의 기초이론으로 비판적 관점에서 여러 학문분야에서 발달하고 있는 균형이론을 선별적으로 정리하여 정책균형이론의 특성을 구체적으로 정리하였다. 때문에 다양하게 발달 되고 있는 균형이론을 총체적으로 리뷰하기 보다 정책균형의 균형(balance)과 일반적 의미의 균형(equilibrium)과의 차이점을 조명하기 위한 연구범위 내에서 세력균형론, 일반체제론, 조절이론, 코프라티즘과 정책조정론과 정책급변론 등과의 차이점을 논의하였다. 그러나 경제학의 일반균형이론과의 차이점을 균형의 개념정립에 관한 연구주제이기 때문에 본 논문에서는 취급하지 아니하였다. 이와 같은 연구는 정책균형이론의 실천기준과 구체적 균형이론의 실천방법을 논의하기 위한 기초이론으로서 그 의의가 있다. 그리고 앞으로의 연구과제로서 본 연구가 제시할 수 있는 것은 일반적 균형이론과 정책균형이론이 주장하는 균형이론의 패러다임적 성격과 차이점을 분명히 정립하면서 이론수준에서의 정책균형이론 의 발달가능성 등을 종합적 접근방법으로 연구해야 할 필요성이 클 것이다.

다국어 초록 (Multilingual Abstract)

Policy balancing theory and its arguments have been articulated in the community of policy sciences focusing on the theoretical underpinnings and methodological refinements for achieving widely acknowledged and debated a policy theory. However, until now, it is quite mystique and somewhat misunderstood the concept and the meaning of “balance” and “equilibrium”. Thus, this article raised and criticized the development of policy balance theory in a comparative perspective among balancing theories(even not exactly balancing but equilibrium ones). And four major theories of power balance, general system theory, regulation theory, and corporatism were reviewed critically and comparatively by the policy balance theory; and subsequently some theories of policy coordination and policy punctuation were reviewed and criticized. For further researches, this article suggested 1)in methodologically, a multidisciplinary approach on the theorizing the policy balance among the policy sciences community is a tool for better arguments, and 2)in a pure science term, the policy balance theory is widely studied among political, economical, and other disciplinary fields and some practitioners of the policy balance theory.
