분단독일에서 상호주의의 실천과 남북관계에 주는 시사점

There is in South-Korean society a south-south conflict over inter-Korean exchange and cooperation. The key issue concerns which forms of reciprocity between South and North Korea should be applied and hos. Inaccurate understanding among South Korean people tends to lead the conflict into unproductive political and social troubles. Therefore, this paper first attempts a theoretical overview of the concept of reciprocity, especially because that concept is understood differently under each theory. Based on this, this study looks back on how reciprocity was understood and practiced in the division and reunification of Germany, which most South Koreans regard as a model for reunification of the Korean Peninsula. The German case is analyzed by dividing it into the periods before and after the 1972 signing of the Basic Treaty, which shows the differences in the application of reciprocity. Leaning on the concept of reciprocity and the analysis of the German case, this paper summarizes what is necessary for the proper application of reciprocity on the Korean Peninsula.
