에스토니아의 지형성, 문화정체성, 유동성 = Geography, Cultural Identity and Flexibility in Estonia

국문 초록 (Abstract)

약 800여년간 주위의 여러 타민족의 지배와 박해를 겪은 후 1991년 러시아로부터 새로 독립한지 30년이채 되지 않는 짧은 기간 동안, 에스토니아인은 자신의 민족 문화정체성을 확고히 함과 동시에 타민족에 대한 융통성을 보이며 경제성장을 가장 빠르게 성공적으로 이룬 나라로 꼽힌다. 본 연구는 에스토니아의 지형성이 문화정체성과 유동성에 미친 영향을 연구하고자 하였다. 우선 오랜 고난과 핍박에도 정체성을 지켜온 역사적 지역적 배경과 독립 후 문화 전통 및 정체성을 확고히 하기 위해 실시한 제도를 고찰하고자 하였다. 또한 경제성장을 창출하기 위한 정부의 정책을 조사하였다. 에스토니아의 민족정신과 정체성을 일깨우고 유지해 온 것은 합창과 문화예술 등의 힘이었다. 독립 후 잔존한 다수의 러시아인 및 타민족과 공존하면서 정부는 에스토니아어를 유일한 공식어로 인정하고, 교육법, 공공정보법, 국적법 등을 제정하여 정체성을 공고히 함과 동시에 지배 시대의 러시아 문화를 비롯한 타문화도 자신문화의 일부로 인정하는 유동성과 포용성을 보여주었다. 더 나아가 디지털 경제전략을 세워 전자국적취득제도, 스타트업 비즈니스의 장 제공, 국제기구의 가입과 같은 서방국가와의 협조체제 설립을 추진하여 국가의 경제적 부와 정치적 안정성을 창출하고자 도모하였다. 작지만 강한 나라로서 민족의 통합된 정체성을 기반으로 함과 동시에 세계로의 다양성을 도모하는 개방적 정책의 방향이 성장의 잠재력을 충분히 보여주는 귀감이 되고 있다.

다국어 초록 (Multilingual Abstract)

Estonia was continually ruled by surrounding countries for about 800 years. Although less than 30 years have passed since Estonia became independent from the Soviet Union, the country is now regarded as one of the most successful Eastern European countries with a vibrant cultural heritage, flexibility in accommodating different cultures, sociopolitical stability and a strong economy. This study aims to report the contributions Estonia’s geography has made to the formation of both Estonian cultural identity and the multicultural flexibility in the country today. For the purpose, it firstly discusses the history and spirit in the maintenance of Estonian national identity through the long period of hardships in the region. Then the study examines the Estonian government’s institutional plans for reaffirming national identity after independence. Finally, it investigates the strategies and policies behind Estonia’s economic growth. The research shows that the Estonians have upheld their national spirit and identity with the cohesive power of their national traditions such as singing and cultural art and by making Estonian the official language in all public life. It also shows that post-independence laws and policies pertaining to education, public information and nationality simultaneously affirmed Estonian national identity while facilitating the peaceful coexistence of Estonians with Russians and other ethnic groups living in the country. Furthermore, the Estonian government established digital economic strategies, e-residency, start-up platforms and cooperative relations with international organizations to accommodate both economical wealth and political stability. Estonia’s open flexible economic policies and international relations on the ground of Estonians’ firm national cultural identity seem to demonstrate its sufficient potentials to be a desirable model for other nations.
