국내 중·고령자의 공·사적 연금격차에 관한 연구 : 근로유형별 비교 분석을 중심으로 = A Study on the Public,Private Pension Gap of Middle Aged and Elderly in South Korea: Comparative Analysis of Labor Type

국문 초록 (Abstract)

본 연구에서는「국민노후보장패널조사」1차～3차 자료를 대상으로 첫째, 국내 중·고령자의 노동시장 현황, 공·사적 연금제도 납부 현황에 대한 분석을 수행하고, 둘째, 근로유형별 격차를 고려한 공·사적연금소득에 대한 추정을 통해 국내 중·고령자의 향후 노후소득보장 수준에 대해서도 함께 살펴보았다. 분석결과, 첫째, 국내 중·고령자 중 종업원이 없는 자영업자와 비정규직 임금근로자의 경우 현재 중·고령 정규직 임금근로자 및 사업주에 비해 상대적으로 열악한 근로 및 경제 상태에 처해있으며, 공·사적 연금제도에 의한 노후소득보장 현황 역시 상대적으로 취약한 것으로 나타났다. 그러나 근로유형별 공·사적연금소득에 대한 추계결과, 종업원이 없는 자영업자의 경우 공·사적연금의 소득대체율 및 수익비는 상대적으로 높게 나타났다. 따라서 이들이 공·사적연금 가입지속과 좀 더 오랜 기간 안정적으로 보험료를 납부할 수 있는 경우 좀 더 안정적인 노후소득 준비가 가능할 수 있을 것으로 예상되었다. 그러므로 노동 및 경제여건이 열악한 증·고령자 계층의 경우 공·사적연금의 가입 지속 및 납부의 필요성이 존재하며, 이를 촉진하기 위한 정부의 지원정책 및 개선방안 마련이 필요할 것으로 보인다.

With the data of the 1st and 3rd Korean Retirement and Income Study, this study aimed at 1) carrying out the analysis of the current state of labor market and the private and public pension subscription and benefits of middle aged and elderly in South Korea and 2) thinking of the expected level of old-age income security of middle aged and elderly with the consideration of the gaps among the types of their labor. The results suggested that 1) the middle aged and elderly owner-operators without any employee and non-regular worker are worse situation in terms of labor and economic conditions than the middle aged and elderly owner-operators who are employed and regular worker, 2) the middle-aged and elderly owner-operators can have the reliable old-age income security if they pay honestly their public and private pension plans because the rate of returns and the rate of income substitution are high for operator-owners without any employee. Therefore, it is more necessary for the working class with dire labor and economic situations to subscribe public and private pension plans, and the supportive policies and improvements for them are necessary.
