공공기관 사회적 가치 창출의 영향요인 분석 : 공공기관 경영평가를 중심으로 = Analysis of factors affecting Social value creation of Public organizations : Focusing on Performance Evaluation System of Public organizations

This study examines factors affecting the creation of social values, which are emphasized in public organizations, with a focus on the performance evaluation system of public organizations. Public organizations performance evaluation is a system that has a great impact on public organizations. Until 2018, public organizations that were required to be socially responsible according to government-recommended policies have since greatly expanded the distribution and weight of social value realization evaluation indicators to create social value. came under institutional pressure. Therefore, this study discusses the influence factors of social value creation with a focus on resource dependence theory and organizational institutionalism, and conducts empirical analysis by dividing the social value realization evaluation index of public organizations performance evaluation into quantitative and non-quantitative indicators. As a result, it was found that the resource dependence of public organizations did not have a significant effect on the social value metric and had a negative effect on the non-metric indicator. On the other hand, social value creation by public organizations improves as they comply with institutional pressures in performance evaluation, and it has been confirmed that the 2017 government recommended policy score and performance evaluation business sector score have a positive effect on social value creation. Based on these results, This study suggests that it is necessary to design and maintain a system that encourages social value creation through the establishment of a feedback system that can check whether government financial support leads to the effective creation of social value by public organizations and the communication between the government and public organizations.

국문 초록 (Abstract)

본 연구는 공공기관 경영평가 제도를 중심으로 공공기관을 대상으로 중요성이 강조되고 있는 사회적 가치 창출에 영향을 미치는 요인을 살펴본다. 공공기관 경영평가는 공공기관에 큰 영향을 미치는 제도로 2018년 이전까지 정부 권장정책에 따라 사회적 책임을 요구받았던 공공기관들은 이후 사회적 가치 구현 평가지표의 배점과 가중치가 큰 폭으로 확대되면서 사회적 가치 창출에 있어 제도적 압력을 받게 되었다. 이에 본 연구는 자원의존이론과 제도주의 조직론을 중심으로 사회적 가치 창출의 영향요인을 논의하고 공공기관 경영평가의 사회적 가치 구현 평가지표를 계량과 비계량 지표로 나누어 실증분석을 실시하였다. 그 결과, 공공기관의 자원의존 성향은 사회적 가치 계량 지표에 유의미한 영향을 미치지 않으며 비계량 지표에는 부정적인 영향을 미치는 것으로 나타났다. 반면에 경영평가 안에서 제도적 압력에 순응할수록 공공기관의 사회적 가치 창출은 향상되며 2017년 정부 권장정책 점수와 경영평가 사업부문 점수는 사회적 가치 창출에 긍정적인 영향을 미치는 것으로 확인되었다. 이러한 결과를 바탕으로 본 연구는 정부의 재정적 지원이 공공기관의 효과적인 사회적 가치 창출로 이어지는지 점검할 수 있는 피드백 체계 구축과 정부와 공공기관의 소통을 통해 사회적 가치 창출을 장려하는 제도를 설계·유지해야 함을 시사한다.
