By analyzing the problems of the job plan in construction VE, this research aims to develop an evaluation method and a corresponding computerized tool to be effectively applied to the shopping mall.
Most of the evaluation items were selected for reflecting the position of the owner or the contractor, whereas those reflecting the position of the user were hard to find. Also, the evaluation lacked objectivity due to its qualitative evaluation criteria. Because of the different evaluation methods used, the results were inconsistent even for the same project.
To resolve the above problems, we propose a new evaluation method effectively linking the evaluation items and quantitative evaluation criteria. Moreover, we have developed a computerized model built upon MS Excel. The usefulness of this proposal has been proven through surveys and case studies.
The results of this study can be summarized as follows:
First, identification items for the shopping mall was derived by comparing the existing evaluation items of multi-family housing, office buildings, and shopping malls. Based on this, the pre-classification evaluation items were set to feasibility, constructability, environmental, maintenance management, duration control, and safety through the quality model. Furthermore, the standard of the pre-classification evaluation items was established, and these were organized to saving building construction costs , saving operating expenses, work management, smooth operation, ecological, 5R, efficiency, duration control, progress management, facilities usability, and construction safety.
Second, the decrease in operating expenses was quantified to a scale of 10 through value analysis to the idea created from the shopping mall. For the lower evaluation items, the criteria of Caltrans(2003) was used. Moreover, the quantitative evaluation criteria was selected as 6 for no change in money, 10 for more than 100% in cost savings, and 0 for more than 100% increase based on the qualitative evaluation criteria and possible status of the development project.
Third, the procedures of evaluation methods are as follows. Above all, the scope of the project is set. Then, weights are granted to the detailed evaluation items using the AHP method after organizing the evaluation items into pre-classification and detailed through surveys and the quality model. Also, idea evaluation takes place by selecting the evaluation target among the detailed evaluation items based on weight, quantitative, and qualitative criteria.
Fourth, the survey on the effect of the evaluation method shows that more than 90% declared the composition of evaluation items as rational, and more than 90% believe that the application of qualitative evaluation criteria is effective. Furthermore, more than 80% of specialists find the evaluation method easy because it reflects the objectivity of evaluation and it can be computerized, whereas 10% believe it is difficult.
