최근 칠레 가족정책 변화의 젠더 함의 -미첼 바첼레트 대통령 집권 이후를 중심으로- = Gender Implications of Family Policy Change in Chile -After the inauguration of President Michelle Bachelet-

국문 초록 (Abstract)

칠레 사회는 사회적 역할에서 젠더구분이 명확한 국가 중 하나이다. 칠레의 복지제도는 전통적으로 남성 부양자-여성 돌봄 제공자 역할에 대한 전제가 기반이 되어왔다. 최근 칠레 정부의 중요한 과제 중 하나는 라틴아메리카 내에서도 상대적으로 낮은 여성 노동시장 참여율을 높이는 것과 지속해서 감소하고 있는 출생률을 높이는 것이다. 이러한 문제해결의 노력은 가족정책을 중심으로 나타나고 있다. 칠레 가족정책은 미첼 바첼레트 대통령이 취임한 후부터 크게 변화하였다. 칠레 정부는 연대연금을 신설하고 출산 바우처 제도를 도입하였으며, 공공보육 시설과 서비스를 확대하였다. 또한 출산휴가 기간을 확대하고 남성도 일부 참여할 수 있도록 하는 등의 정책을 도입하였다. 이 논문에서는 이러한 정책변화의 내용을 젠더관점에서 구체적으로 살펴보고, 정책변화가 갖는 젠더 함의를 도출한다.

다국어 초록 (Multilingual Abstract)

The Chilean society is a representative country with a clear gender division in its social role. The premise of male breadwinner has been the basis of the government's welfare system. Increasing the decreasing birth rate and the relatively low female labor market participation rate in Latin America has recently become an important task for the Chilean government. The Chilean government has implemented social policy reforms targeting families in recent decades. The government has established a basic solidarity pension, introduced a maternity voucher, ‘bono por hijo’ and expanded public child-care facilities and services. In addition, the government extended the period of maternity leave and allowed fathers to participate. In this paper, we examine the contents of these policies in detail from the gender perspective along with the trend of policy change in Chile and derive the gender implications of policy change.
