환경정치와 생태민주주의 = 일본의 환경 담론을 중심으로

국문 초록 (Abstract)

최근 민주주의의 담론을 살펴보면 일련의 강력한 ‘심의적 전회’(deliberative turn)를 발견할 수 있다. 심의에 대한 주목은 민주주의의 진정성에 대한 관심과 열망을 반영하고 있는데, 참된 심의는 다양한 선호들에 대한 자기성찰을 요청한다. 이러한 논의는 오늘날의 환경사상 이론과 공명하고 있는데, 심의민주주의는 자기이익의 자기성찰 및 재정의함으로써 생태의 요청과 민주주의를 접합하게 된다. 민주주의와 환경문제에 대한 서구의 학술 담론들은 다양한 측면과 실제적인 검토를 하고 윤리규범과 정치적 실천 사이를 연결하는 가교(Cross-link)의 모색을 강조한다. 반면, 일본의 경우 환경윤리적 관점이 강조되고 있는데, 자연물의 존재양식에서 인간사회의 규범을 이끌어내고자 하는 매우 특수한 자연주의 윤리에 근거한 것이다. 그 때문에 현실적인 규범으로 수행될 수 있는 정치적 실천을 언급하지 않는 특징을 지니고 있다. 환경에 대한 적합한 개념은 생태적 전체의 한 부분으로 자신의 발전을 이해시켜 준다. 우리가 우리 자신을 포함한 자연 세계의 모든 제반 요소의 상호관계를 제대로 이해한다면, 윤리적 배려와 정치적 실천은 자연스럽게 합당한 위치와 관계를 맺을 수 있을 것이다.

다국어 초록 (Multilingual Abstract)

We have recently witnessed the powerful ‘deliberative turn’ in the discourse of democracy. Attention to the deliberations is intended to reflect the interest and craving for the authenticity of democracy. These discussions are resonating with today’s environmental discourse. Deliberative Democracy compromises with the request of ecology and democracy by self-reflection and redefinition of self-interest. Western academic discourse on democracy and environmental issues for Cross-link of the connection between ethical norms and political practices and sought to highlight the various aspects and practical review. On the other hand, the case of Japan, the academic environment in terms of political discourse is still strong environmental ethical prejudices have. This natural objects exist in the form of very special crusade led naturalism norms of human society based on ethics. Because it has the features, not to mention the political practice that can be done in a realistic norms. Appropriate concept of the environment let it understand the development of oneself as part of ecological integrity. In other words, if we understand the nature of the interaction of all elements in the natural world, including our own, ethical considerations and political practices imply that an appropriate fit naturally into the correct position and relationship.
