광주 충현원의 사례를 통해 본 한국 사회복지사업에서 민관관계의 전개 양상

국문 초록 (Abstract)

전라도 광주에 위치한 충현원은 일제강점기와 해방 후 혼란기를 거치면서 고아원으로 시작된 민간사회 복지시설이다. 호남 지방을 선교 거점으로 삼았던 미국 남장로교 선교사들의 활동과 연결되는 이 시설은 1948년 발생한 여순사건과 그 후유증으로 다수의 고아가 발생한 일이 그 출발의 계기가 되었다. 1950 년에 발발한 한국전쟁을 거치면서, 전쟁고아 문제가 심각하게 대두되고, 잠시 본국으로 귀국했던 선교사 들이 복귀하면서, 충현원은 선교단체 및 외원단체의 지원으로 보다 많은 아동들을 보호하게 되었다. 충 현원은 우리나라의 많은 사회복지시설들이 기독교 배경을 갖게 된 점을 잘 보여준다. 충현원의 초창기 발전 과정을 보면, 선교사, 외원단체 등의 지원이 현저하였는데, 이러한 외부 지원은 한국 민간사회복지 조직의 출현과 성장의 배경이 되었던 사정을 잘 보여준다. 한편 1970년대 이후 충현원은 탈시설화를 추 구하면서 시설 중심의 사회복지사업을 추구했던 일반 추세와는 다른 혁신을 보여주었다. 1981년에는 호 남종합사회복지관을 개설하여 운영하는 등 지역사회복지를 위한 조직으로의 변신을 꾀하였다. 그러나 입 지여건이 갖는 한계와 더불어, 1991년 지방자치제도 부활 이후, 지방정치와의 불협화음으로 충현원은 약 화와 쇠퇴를 겪었다. 충현원은 한국 현대 사회복지사업에서 여전히 강한 국가, 초창기에는 상대적으로 강했으나 점차 약화된 민간이라는 불균형적인 민관관계를 보여준다.

다국어 초록 (Multilingual Abstract)

ChoongHyun Babies’ Home, located in Gwangju, Jeolla-do, is a private social welfare facility that began as an orphanage during the Japanese colonial period and the chaotic period after liberation. This facility, which was connected to the activities of the American Southern Presbyterian missionaries who came to the Honam region as a missionary base, started with the Yeosu-Suncheon incident in 1948 and the number of orphans as a result of its aftermath. After going through the Korean War that broke out in 1950, the issue of war orphans came to the fore, and as missionaries who briefly returned to their home countries came back to the region, ChoongHyun Babies’ Home had protected more children with the support of missionary organizations and foreign voluntary organizations. ChoongHyun Babies’ Home showed well that many social welfare facilities in Korea had a Christian background. Looking at the early development process of ChoongHyun Babies’ Home, supports from missionaries and foreign voluntary organizations were remarkable, and these external supports well showed the circumstances that served as the background for the emergence and growth of private social welfare organizations in Korea. On the other hand, since the 1970s, ChoongHyun Babies’ Home had pursued deinstitutionalization and showed an innovative route quite different from the general trend of pursuing facility-oriented social welfare projects. In 1981, Honam General Social Welfare Center was opened and operated to transform itself into an organization for community welfare. However, in addition to the limitations of location conditions, after the revival of the local autonomy system in 1991, ChoongHyun Babies’ Home had started weakening and declining due to dissonance with local politics. ChoongHyun Babies’ Home shows the unbalanced public-private relationship in Korea's modern social welfare field: the still strong state, and the private sector, which was relatively strong in the early days, but gradually weakened.
