Study on Role of Korean Development NGOs for Sustainable development : The Case of Lao PDR = 한국 국제 개발 NGO들의 지속 가능한 개발을 위한 역할에 관한 연구

국문 초록 (Abstract)

본 연구의 목적은 국제 개발 현장에 있어 한국의 국제 개발 NGO들의 지속가능한 개발 원칙에 대한 인식과 실재적인 적용에 대하여 연구하고 이를 바탕으로 한국 국제개발 NGO 활동의 지속가능성을 향상시키기 위한 방안을 제시하는 것이다. 이를 위하여 다양한 지속가능한 개발 방법들에 대한 연구를 통하여 그들이 공통적으로 제사하고 있는 지속가능한 개발 원칙들을 찾고 이를 바탕으로 각 원칙들에 대한 한국 국제 개발 협력 NGO들의 인식 정도와 현장 적용 방식을 조사하였다. 또한 조사 결과를 바탕으로 한국의 국제 개발 협력 NGO들의 지속가능성을 향상시키기 위한 방안을 제시하였다. 다양한 지속가능한 개발 방법들을 비교, 분석한 결과 현장 지역 공동체의 자기 주도성 향상, 지역 공동체와의 협력, 공동체 외부와의 적절한 관계, 현지 문화의 활용, 자연 환경에 대한 청지기 정신, 지역 자원의 활용 그리고 개발 결과의 균등 분배가 각 개발 방법들이 공통적으로 제시하고 잇는 지속 가능한 개발 원칙으로 나타났다. 이 결과를 바탕으로 한국 개발 NGO들의 지속가능한 개발 원칙에 인식의 정도와 그에 대한 실제적인 적용 방식에 대한 조사를 통하여 지속가능한 개발 원칙에 대한 인식과 실제적인 적용에 대한 연구를 진행하였다. 분석 결과 한국의 국제 개발 NGO들은 그 인식에 비하여 미흡한 실제적인 적용 방식을 가지고 있었다. 세부 원칙 별로 살펴보면 지역 공동체와 협력 원칙에 대한 충실도가 가장 높았으며 현지 문화에 대한 활용과 자연 환경에 대한 청지기 정신 원칙에 대한 충실도가 가장 낮았다. 지속가능한 개발 원칙에 대한 인식과 실제 적용방식이 가장 많이 차이를 나타내는 원칙은 지역 자원 활용 원칙이었고, 공동체 외부와의 적절한 관계 원칙의 적용 방법에 대한 조사 결과에서는 모든 조사 대상 NGO들의 한국의 후원자들에게 자신의 활동 정보를 제공할 수 있는 수단이 매우 적은 것으로 나타났다. 이러한 분석 결과를 통하여 한국 국제 개발 NGO 활동의 지속가능성을 향상 시키기 위하여 각 단체 별로 자신의 활동 특성을 효과적으로 반영할 수 있는 지속가능한 개발에 대한 정의 수립하여 그에 따른 구체적이고 실행 가능한 활동 원칙을 세워 지속 가능한 개발 원칙의 적극적인 현장 적용을 촉진해야 하며, 현장 전문가들의 현지 문화 이해를 위한 적극적인 현지 공동체에 대한 참여와 이에 대한 개발 기관의 적극적인 지원이 있어야 하고 현지 자생적 개발 단체 및 활동가들과의 협력이 적극적으로 고려되어야 하고, 현장 활동가가 직접 작성하는 소식지 등을 통하여 각 기관의 활동 내용을 정기적이고 적극적으로 한국의 후원자들과 공유해야 한다는 점이 제시되었다.

다국어 초록 (Multilingual Abstract)

Purposes of this study are research about role of Korean development NGOs for sustainable development and propose suggestions for increase sustainability of Korean development NGOs’ activities. For this purpose, this study proposes sustainable development principles which various sustainable development approaches have them in common and this study researches about degree of awareness and practical application to each sustainable development principles. On the basis of research results, this study proposes suggestions for Korean development NGOs’ more sustainable activities. As a result of compare and analyze various sustainable development principles, they commonly suggest principles about increase leadership of local community, collaboration with local community, proper relationship with outside of community, utilization of local culture, environmental stewardship, utilization of local assets and equal distribution. This study conducts research about Korean development NGOs’ fidelity to sustainable development principles through analysis about degree of awareness to each sustainable development principles and practical application of it. The analysis results present that degree of Korean development NGOs’ practical application to sustainable development is lower than degree of awareness to them. In detail, Principle of collaborations with local government has the highest fidelity among sustainable development principles and principle of utilization of local culture and environmental stewardship has the lowest the fidelity. Principle of utilization of local assets presents the widest gap between degree of awareness and it practical application. The result about practical application to principle of proper relationship with outside of community presents that Korean development NGOs have few tools for providing information about their activities with their sponsors in Korea. Through this analysis results, suggestions for improving sustainability of Korean development NGO are prosed. The proposed suggestions are establishment of definition to sustainable development which can reflect the uniqueness of each organization and facilitation about practical application of this definition through establishment concrete and practicable principle of activity. Active engagement of NGOs’ field practitioners to local community should be facilitated through financial and political support from their organization for enhancing NGO practitioners for understanding local culture. Fortifying collaborative relationship with local indigenous development organization is proposed for supplementation of low fidelity to utilization of local culture. Lastly, activities of NGOs should be shared with sponsors in Korea by Active and regular method such as newsletter written by field pracitioners.
