충주시 노인복지관의 역할과 개선방안에 관한 연구 : 사업과 접근성을 중심으로 = (A)Study on the Diagnosis of old men welfare facility's role in chung-ju city and Development plan : focused on public accessibility and programs

국문 초록 (Abstract)

본 연구는 충주시 노인복지관의 역할과 개선방안을 탐구하고 있다. 이를 위해 문헌연구와 조사연구를 병행하고 있다. 연구의 범위는 시행일부터 2008년까지의 현황과 주요사업인 사회교육사업, 재가복지사업, 노인일자리 사업, 경로당 활성화 사업, 기능회복 복리후생사업 등의 프로그램들을 조사하고, 사업을 진행하는 직원들과 인터뷰를 통해 그 필요성을 살펴보고 있다. 아울러 노인복지프로그램을 이용하는 노인들에 대해서는 노인들과 인터뷰를 실시하며 미진한 부분에 대해서는 충주시 노인복지관이 실시한 설문조사를 통하여 프로그램들의 역할과 만족도를 분석하고 있다.
충주시 노인 복지관이 충분한 역할을 하고 있는지를 살펴보기 위해 제1장에서는 연구목적과 연구범위 및 연구방법에 대해 논의하고 있다. 제2장에서는 노인복지관에 대한 이론적 논의를 통해 이론적 틀을 구성한 후 제3장에서 충주시 노인복지관의 실태를 분석하고 있다. 이러한 작업들을 기초로 제4장에서는 충주시 노인복지관에서 실시한 설문과 심층면접 조사를 통해 프로그램들에 대한 심층적인 연구를 수행하고 있다. 제5장에서는 지금까지의 논의를 종합하여 충주시 노인복지관이 보다 발전하기 위해 필요한 개선과제들을 적시하고 있다.
연구 결과 다양화, 지역적 특성 반영, 접근성에 문제점이 있음을 알 수 있었으며 충주시 노인복지관이 그 역할을 충족시키기 위해서는 프로그램의 다양화 와 지역적 특성의 반영 접근성의 효율화 하는 방법에 있으며 각 각의 현상들에는 세 가지의 개선 방향이 있음을 확인 할 수 있었다. 프로그램 다양화의 경우 노인들의 인식의 변화와 각 협회의 협조, 문화적 혜택의 다양화가 필요하며, 지역적 특성을 반영하기 위해서는 독자적인 사업발전이 필요하고, 원스톱 서비스의 활성화와, 경로당 활성화 사업의 확대가 필요하다. 접근성의 효율화를 위해서는 노인복지관의 추가 확장되어야 하며, 이동복지관의 발전과 셔틀버스 운영이 있어야 됨을 볼 수 있다. 앞으로 충주시 노인복지관이 발전해 나가고 그 역할을 다 하기 위해서는 각 문제점들을 개선하고 좀 더 나은 프로그램 개발을 통한 발전이 있어야 될 것으로 보인다.

다국어 초록 (Multilingual Abstract)

This study is investigating the role of Chung-ju Elderly Welfare Center and the improvement plan. For this, the literature review and survey are being performed simultaneously. The scope of study is to investigate the present state and main projects from the date of enforcement until 2008. while their necessities are examined through an in-depth interview with employees carrying out the project. And for the senior citizens using the elderly welfare program, interviews are performed with senior citizens and for the incomplete parts, the role and satisfaction of programs are analyzed through a survey performed by Chung-ju Elderly Welfare Center.
In order to examine whether the Chung-ju Elderly Welfare Center is playing an adequate role, Chapter 1 discusses the purpose, scope and method of study. After forming a theoretical framework through theoretic discussion on the elderly welfare center in Chapter 2, Chapter 3 analyzes the realities of Chung-ju Elderly Welfare Center. Based on these works, Chapter 4 performs an in-depth study on programs through a survey performed by Chung-ju Elderly Welfare Center and the in-depth interview. Chapter 5 generalizes the discussions until this point to indicate the issues for improvement that are necessary for the Chung-ju Elderly Welfare Center to become more developed.
As a result of the study, it has been found out that there were problems in diversification, reflecting local characteristics and accessibility. It has been identified that there are three ways for improvement for each situation. In case of the program diversification, the change of awareness by senior citizens, the cooperation of each association and diversification of cultural benefits are necessary. In order to reflect the local characteristics, an original project development as well as the promotion of one-stop service and extension of elderly center promotion project are necessary. For the efficient accessibility, we can see that the additional expansion of elderly welfare center, development of mobile welfare centers and operation of shuttle bus are necessary.
