주민번호와 개인 인증제도에 대한 미국 대학 전문가 회의 - 코넬·하버드·예일대 등 - = US Experts Conference on Resident Registration Number and Personal Identification System - CORNELL, Harvard, Yale etc -

국문 초록 (Abstract)

한국연구재단의 공동연구과제로 「주민등록번호 보호와 목적별 번호의 이용에 관한 연구」를 진행 중, 미국의 유명 대학의 전문가들과 관련 회의를 했고 이를 이 논문을 통하여 보고한다. 2016. 7. 14. 코넬대학 CORNELL TECH(뉴욕 소재)에서 James Grimmelmann 교수와 최근 미국의 빅데이터와 인터넷 관련 새로운 트렌드와 미국의 SSN에 대한 현황을 확인했다. 2016. 18. 하버드대학교 Harvard Faculty club에서 K-익명화의 창시자인 기술과 정책 전문가 Latanya Sweeney 교수와 회담했다. 그녀에 의하면 미국도 SSN에 의해 정보 집중 문제는 동일하다. 그녀는 정보의 역식별에 관하여 설명하고 건강정보 관련 법률이 어떻게 역식별 될 수 있는지 설명하였다. 2016. 7. 19. 하버드로스쿨 사이버로 클리닉(버크만 센터)에서 하버드 로스쿨의 Christopher T. Bavitz 교수와 함께 회의했다. 주민의 식별을 위해서 SSN의 사용은 미국인들도 거부감을 느끼고 있고, 대신 금융 영역에서는 신용카드, 다른 영역에서는 운전면허나 여권이 개인 식별기능을 하고 있다며 그 사용의 분리 현황을 성명하였다. 또한 사회보장번호(SSN)가 한국의 주민등록번호와 같이 보편적 식별번호도 아님을 강조하였다. 2016. 7. 20. 예일대 로스쿨에서는 Susan Rose-Ackermann 교수와 국가행정에서 개인정보와 주민등록번호에 대해 폭넓은 대화를 했다. 2016. 7. 21. 뉴해븐대의 College of Criminal Justice and Forensic Sciences에서의 회의에는 학장 Mario Thomas Gaboury와 Christopher M. Sedelmaier 교수 Jibey Asthanppan 교수 등의 다수와 함께 회의했다. 미국의 사회보장번호(SSN)의 사용 범위는 그동안 계속 축소되었으며 앞으로 더 좁아질 것으로 전망했다. 사회보장번호(SSN) 외에 각종 범죄에 관한 디지털 포렌식 등에 대한 이야기를 나누었다. 이러한 회의를 통하여 종래 독일에서의 개인 식별번호의 목적별 분리제도와 동일한 취지로 미국의 사회보장번호(SSN)와 개인 운전면허, 여권 등의 식별 제도를 아울러 활용하고 있는 미국의 현황을 이해할 수 있었다. 나아가 한국의 주민등록번호 변경 및 그 사용 영역의 분리를 위한 추가 식별 번호 세컨드넘버(Second Number)라는 대체안에 대하여 확신을 가질 수 있었다.

다국어 초록 (Multilingual Abstract)

This study, entitled “A Study on the protection of Personal Identification Number and the use of alternative identification number”, was supported by National Research Foundation of the Korea Grant of the Korean Government. It is based on meetings held with experts from famous universities in the United States. On July 14, 2016, Professor James Grimmelmann of Cornell Tech (New York) recently reviewed the recent trends in US Big Data, Internet-related trends, and US SSNs. In the Harvard faculty club, I met with Latanya Sweeney, a technology and policy expert who was the founder of K-anonymity. According to her, the information concentration problem is also the same in the United States on July 18. 2016. On July 19, 2016, at the Harvard Law School Cyber Clinic (Berkman Center), I met with Professor Christopher T. Bavitz at Harvard Law School. He predicted that the use of US Social Security Number (SSN). In July 20, 2016, at the Yale Law School, Professor Susan Rose-Ackermann discussed a wide range of topics, including personal information and resident registration numbers. On July 21, 2016, a meeting at New Haven College`s College of Criminal Justice and Forensic Sciences was attended by a number of professors including Mario Thomas Gaboury, Christopher M. Sedelmaier, and Jibey Asthanppan. I talked about the social forensics (SSN) and the digital forensics of various crimes. Through these meetings, it was possible to determine the status of these issues in the United States. Furthermore, I became more convinced of the need for the substitution of a “Second number” for an additional identification number with respect to changes of the Korean resident registration number and separation of use area.
