미디어와 공간: 지역공론장의 생산을 중심으로 = A Study on Production of Local Public Sphere

다국어 초록 (Multilingual Abstract)

The purpose of this study was to explore the democratic possibility of local public sphere in its various dimensions (production principles, social functions, and contradictions). In his book, ‘The Structural Transformation of the Public Sphere (Stukturwandel der Öffentlichkeit)’ Habermas describes the rise and implementation of the (by media produced) public sphere which was historically developed during the 18th and the early 19th century in England, France and Germany. This bourgeois public sphere sets itself up against the absolutist state and forms a counterpole. To illuminate the possibilities and limitations of local public sphere, this study tried to review the communication theory of Habermas and the space analysis of Lefèbvre. At the debate about possibilities and limits of local public sphere, first of all, the positive valuation of the public sphere as a central institution of democratization processes is striking. The public sphere is regarded in accordance as an institution of the civil society with its normative characteristics. This perspective is formed by logic of the democratization within which communication is in turn a keyword. The public sphere is no power-free space, but the social space is characterized by hierarchy and struggle. The emancipator potential of the public sphere is considerably smaller than also in the discussion around local media that it is accepted. In this sense, the public sphere is not the opposite, but firm component of power.

국문 초록 (Abstract)

지역사회에서 공론장의 생산은 현대사회의 민주주의와 관련하여 매우 중요한 의미가 부여된다. 이때 지역의 미디어는 중요 역할을 담당함으로써 그 정당성을 획득한다. 그러나 지역공론장의 의미는 학문적으로 여전히 불투명하다. 지금까지 언론학에서 지역공론장의 이상적 기능은 무엇이며 동시에 이상적 기능이 실현될 수 있는 가능성과 한계에 대한 이론적 논의는 부재한 실정이다. 이에 본 연구는 공간으로서 ‘지역’, 그리고 미디어와의 관계 속에서 지역공론장의 생산에 대하여 이론적으로 고찰하고자 한다. 이로써 본 연구는 시론적이며 탐색적인 성격을 지니지만 지역공론장의 의미에 대한 논의에 기여하고자 한다. 아울러 본 연구는 공론장의 규범적 모델에 국한하여 이루어진다. 하버마스 등에 의해 연구된 공론장의 규범적 모델이 그 이상적 유형을 제시하고 있기 때문이다.
결론적으로 지역공론장은 그 경계가 유동적인 매우 복합적인 공간이다. 지역공간은 물리적 공간으로서 그리고 동시에 정신적, 사회적 공간으로 이해될 수 있는 변증법적인 성격을 지닌 공간이기 때문이다. 이때 지역미디어 또한 공간과 중층적으로 관계를 맺는다. 미디어 스스로 공간을 생산함과 동시에 미디어공론장의 대상으로서 공간과 관계를 맺고 있기 때문이다.
지역공론장은 담론적 의견과 의지형성의 전체과정으로서 현대 민주주의의 문제점을 해결할 실용적인 방안이다. 그러나 동시에 지역공론장은 그 이상적 기능 실현을 어렵게 만드는 문제점 또한 지니고 있다. 공론장의 분화에 따른 양극화문제, 생산의 불평등문제, 지배와 권력의 문제 등이다. 특히 지배와 관련하여 공론장 생산의 정확한 함의를 이해하는 것이 중요하다. 공론장은 역사적 발전과정에서 인식된 정치적 결정의 통제기구로서의 기능으로 인해 흔히 착각에 빠지게 한다. 공론장의 생산을 지배권력에 대항하는 대항권력의 생산으로 이해하는 오류를 범하는 경우를 말한다. 사회적 공간으로서 공론장은 사회의 지배구조가 관철되는 공간이다. 그럼에도 불구하고 그 해방의 가능성을 내포하고 있는 이중적이며 역동적인 공간으로 이해하는 점 역시 중요하다.
