동기이론에 대한 비교분석: 공공봉사동기, 업무특성이론, 내재적 동기이론 = Comparative Analysis of Three Motivation Theories: Public Service Motivation, Job Characteristics Theory, and Intrinsic Motivation Theory

국문 초록 (Abstract)

본 연구의 목적은 최근 행정학에서 이론적, 실증적 차원에서 주목받고 있는 공공봉사동기, 업무특성이론, 내재적 동기이론을 비교분석하는 데 있다. 세 가지 이론들은 공무원의 행태를 설명하는 데 있어 적실성 있는 설명을 제공하고 있지만 독립적으로 연구가 이루어져 이들 간 비교분석이 부족하였다. 본 연구에서는 세 가지 동기이론을 이론적 차원에서 고찰하고 각 이론이 가지는 내용과 특성, 이론 간 차이점을 정리한다. 이를 바탕으로 세 가지 이론이 가지는 설명영역과 설명력의 차이를 검증하기 위해서 직무만족, 조직몰입, 직무성과, 조직시민행동, 고객지향행동, 이직의도 등 6가지 변수를 종속변수로 하여 세 가지 동기이론들의 영향력에 대한 비교분석을 실시하였다. 분석결과, 6개의 종속변수 중에서 직무만족, 고객지향행동은 세 가지 동기 모두에 의해 영향을 받는 변수로 나타났다. 그러나 업무특성이론 변수는 직무만족에, 공공봉사동기 변수는 고객지향행동에 큰 영향력을 보인 반면에 내재적 동기 변수의 경우 직무만족, 고객지향행동 변수에 대한 영향력이 작게 나타났다. 한편, 직무성과에는 공공봉사동기와 내재적 동기는 영향력이 나타나지 않은 반면 업무특성이론 변수의 영향력만이 나타나 각 이론별로 종속변수에 미치는 영향력 정도와 설명영역에 차이를 보인다는 점을 확인하였다.

다국어 초록 (Multilingual Abstract)

This study compares and analyzes public service motivation theory, job characteristics theory, and intrinsic motivation theory. The three theories provide a descriptive explanation for the behavior of civil servants, but research to date has lacked a comparative analysis of these three theories. This study reviews the three theories at the theoretical level and summarizes their characteristics and arguments, along with the differences between them. Moreover, to examine the differences between the three theories’ explanatory power and domain, we set up, as dependent variables, six factors, namely job satisfaction, organizational commitment, job performance, organizational citizenship behavior, customer-oriented behavior, and turnover intention. Among these six dependent variables, job satisfaction and customer-oriented behavior were found to be affected by all three theories. However, job satisfaction was more influenced by job characteristics than other theory variables and customer-oriented behavior was more influenced by public service motivation than other theory variables. Intrinsic motivation had small influence on job satisfaction and customer-oriented behavior. In the case of job performance, public service motivation and intrinsic motivation did not have any influence on it; only the job characteristics theory variables showed significant impact on job performance. These findings show that there is a difference in the degree of the three theories’ impact on the dependent variables and their explanation areas.
