신재생에너지 정책에서 시장과 규제의 활용: 공급의무화제도 사례

국문 초록 (Abstract)

전력시장에서 국내의 대표적인 신재생에너지 지원 정책으로는 2011년도까지 발전차액지원제도를 통해서 고율의 발전요금을 장기간에 걸쳐서 보장해주는 제도가 있었고, 2012년부터는 공급의무화제도를 통하여 지원을 하고 있다. 공급의무화제도는 신재생에너지 공급인증서 거래시장을 활용한 지원제도로서, 어떤 신재생에너지원에 대해서 얼마큼 지원하는가 하는 것이 규제기관이 아니라 시장에서 결정되기 때문에 보다 시장 친화적인 규제로 알려져 있다. 하지만 공급의무화제도에서도 다양한 신재생에너지 기술의 시장참여를 보장하고, 또한 소규모 발전업체의 시장참여를 촉진하기 위해서는 규제가 불가피한데, 시장과 규제의 적정 역할 분담에 대해서는 아직도 많은 논의가 있다.
본 연구에서는 공급의무화제도를 통한 신재생에너지 지원정책에서 시장과 규제의 적정 역할 분담에 관한 논의를 부각하여 제도의 개선방향에 대해서 논의하였다. 특히 신재생에너지 기술별 차별화된 지원을 위한 규제와 시장위험을 완화하기 위한 규제 관련 쟁점들에 대해서 검토하고 시장과 규제의 적정 분담방안에 대해서 대안을 제시하였다.

Korea introduced an FIT(Feed-in Tariff) scheme in 2002, guaranteeing fixed tariffs for power generation from renewable energy sources over a period of 15-20 years. In 2012, it replaced the FIT scheme with an RPS(Renewable Portfolio Standard) scheme. RPS obligates electricity suppliers to acquire a certain percentage of electricity from renewable energy sources. Electricity suppliers can fulfill their allocation by producing it themselves or by purchasing RECs(Renewable Energy Certificates) in the REC market. RPS is considered a somewhat more market-oriented policy. It provides more incentives for suppliers to innovate and reduce costs. However, there are still numerous issues regarding how to regulate the REC market under RPS for a fair competition among different renewable energy technologies and between small and big suppliers. This study examines these issues and suggests its alternative policy designs.
