The current study aims to develop a competency model that systematically defines the competencies required of education policymakers responsible for ICT in education policies in APEC member countries. The study employs a literature review of previous studies on competency models and a survey of APEC national education policymakers. To ensure the validity of the competency model, two rounds of expert review were undertaken. The final draft of the competency model for ICT education policymakers derived from this study is largely divided into three categories: common competency, informatization competency, and education informatization competency, each composed of subcompetencies. Common competencies include thinking, executive, and affective skills needed to perform public duties. Informatization capabilities consist of strategic planning for informatization, managing informatization, and informatization acceptance and diffusion. education informatization competency is divided into strategic planning for education informatization, building infrastructure for education informatization, promoting its acceptance and diffusion, and ICT integration for education informatization, overarching tasks that span from policy establishment to close cooperation with practitioners. It is expected that the competency model for education informatization policymakers developed from this study could be employed in hiring processes, the development of training programs to enhance job competencies, the allocation of roles and responsibilities, and the establishment of performance evaluation standards.
