자료와 증언을 통한 전북지역 노동운동의 역사적 재구성 -지역사회의 구조변화와 계급형성, 그리고 노동운동-

국문 초록 (Abstract)

본 연구의 목적은 1차자료와 구술자료를 통해서 전북지역의 사회구조변화를 살펴보고 지역노동운동의 장기적 흐름을 재구성하는 데 있다. 이를 위해서 전북지역 노동현장의 1차자료를 수집․정리하고, 지역노동운동의 현장에서 활동했던 활동가들의 증언을 기록하였다. 그리고 이를 토대로 전북지역 노동운동의 특성을 밝히고 역사적 흐름을 분석하였다.
본 연구의 시간적 범위는 1970년대 이후부터 2000년대 초반까지로 비교적 긴 기간을 대상으로 하고 있다. 이 기간 동안 전북지역은 산업화의 지체를 경험하면서 다른 지역과 구분되는 독특한 지역의 산업구조와 계급구성를 지니고 있었다. 전북지역의 노동운동은 이러한 지역의 구조적 조건을 배경으로 태동하여 성장과 분화, 도약과 침체를 경험하게 된다.
본 연구는 전북지역 노동운동을 크게 세 시기로 구분하였다. 먼저 1987년을 분기점으로 그 이전을 민주노조운동의 태동기, 그 이후부터 1996년까지를 노동자대중운동의 확산기로 구분하였다. 그리고 1997년 이후를 재편기로로 분류하였다. 이러한 시기구분 방식에 따라 본 연구는 태동기 동안의 전북지역 민주노조운동의 자생적 성장과 그 과정에서 진행된 지역 내부 주체 형성과정을 분석하였다. 다음으로 1987년 이후 지역노동운동의 대중적 고양과 성장과정에서 나타나는 이념과 조직의 분화, 그리고 전북노련의 건설을 계기로 지역민주노조운동의 정체성이 확립되어가는 과정을 분석하였다. 세 번째 시기에는 87노동체제가 해체되면서 지역노동운동이 직면하게 되는 새로운 위기와 그에 대한 전북지역 노동운동의 주체적 대응을 분석의 주제로 삼았다.
이러한 연구를 통하여 궁극적으로 지역노동운동이 지닌 특수성을 발견하고 그 고유한 흐름을 파악하면서, 전북지역 민주노조운동이 한국 노동운동사에서 차지하는 위상을 점검하고자 하였다.
본 연구는 전북지역 노동운동 관련 1차자료를 수집하고 분석하는, 텍스트 내용분석 방법과 심층면접을 통하여 노동운동 관련 활동가들의 구술 증언을 기록하고 분석하는 연구방법을 주로 활용하였다. 지금까지 한국 노동운동 연구는 대부분 한국사회의 산업화 과정에서 겪게 되는 변화 속에서 노동자를 바라보는 거시적이고 구조적인 연구방법을 사용하였다. 이러한 연구방법은 대체로 통계자료와 문헌 중심의 연구들로 사료의 한계에 직면하게 된다. 특히 그동안 사회적, 학문적 관심으로부터 소외되어 왔던 지역노동운동에 관한 통계자료나 문헌자료를 거의 전무한 상황이다. 이러한 점에서 현장의 1차자료를 수집하고 노동자들의 증언을 기록하는 일은 전북지역 노동운동사 연구에서 필수적이라 할 수 있다.
본 연구는 전북지역 노동운동에 대한 객관적 조건과 지역노동운동의 행위와 동력 분석을 목적으로 하기 때문에 거시적 접근과 미시적 접근을 결합함으로써 지역노동운동사에 대한 총체적 접근을 모색하였다.

다국어 초록 (Multilingual Abstract)

The main purpose of this research is to reconstitute the long-term course of the social structural change and local labour movement in Chonbuk. We collected the historical records around the workplace and transcribed the labour movement activists' testimony. We tried to find out the historical trajectory of labour movement and identify the characteristic of labour movement in Chonbuk region based on the analysis of those oral and written historical materials.

This research covers comparatively long time period, from the 1970s to the early 2000s. The industrial structure and class structure of Chonbuk was different from others due to the delayed industrial development. The labour movement of Chonbuk has struggled through the paths of leaps and stagnation, growth and divergence in this structural context.

87' labor struggle and 96' general strike are two watersheds in the paths of labor movement in Chonbuk. We divided the time period of the Choubuk labour movement into three: 1) 1978~1987, awakening period of democratic labor movement 2) 1987~1996, proliferation period into the mass union movement 3) 1997~2006 , reorganizing period in the neo-liberalist system.
First, we explored the awakening of Chonbuk's democratic labor movement by itself and the subjective forming process of their agency. In the second period, we analyzed the growth and differentiation of ideology and organization of democratic labor movement. And we focused on how 'Chonbuk labor unions association' overcame the early identity crisis and survived the harsh oppression of the government and employers during 87 labor regime. Chonbuk democratic labor union movement has achieved institutional legitimacy through 96 winter general strike. In the third period, there was a neo-liberalistic attack from the employers like flexibilization of the labor market. We analyzed how the labor movement responded to those attack by transfer to industrial union and construction of labor party. We intended to position the status of the Chunbuk labour movement in the history of the Korea labour movement, ultimately finding the speciality of the local labor movement and interpreting the unique path.

This research mainly used content analysis of the text documents and oral data collected from the in-depth interview of the labour movement activists. The labor movement of chonbuk did not attract any scholarly or social attention. There are almost no statistical data about the local labor movement and most of the written records are lost. To overcome the limit of data shortage, which any serious researches have to face, it is inevitable to collect the raw data and transcribe the testimony of the workers and activists in the workplace. We have the aim to analyze the objective condition and dynamics of the local labour movement, so we tried to approach the history of the local labour movement in the holistic perspective, incorporating the macro and micro view.
