해양매립사업으로 인한 환경영향의 효율적인 저감방안에 관한 연구 = A study on effective mitigation measures for environmental impacts of oceanic reclamation projects

국문 초록 (Abstract)

본 연구의 목표는 해안에서 이루어지는 각종 개발사업 중 해양매립사업으로 인한 환경영향을 효율적으로 저감하기 위한 방안을 마련하는 데 있다. 최근 환경영향평가를 실시하는 사업 중에서 해안개발사업을 포함한 해양과 관련된 사업의 비중이 날로 증가하고, 사업규모 또한 증가하고 있는 추세이다. 그러나 지금까지 우리나라의 해안개발사업은 해안환경의 각 요소들이 조화를 이룰 수 있도록 계획되었다고 보기에는 미흡한 점이 많다. 이러한 주요 원인으로는 해양매립이나 매립을 수반하는 개발사업에 대해 해양환경이나 생태계의 훼손을 최소화할 수 있도록 종합적이고 과학적인 환경영향평가를 기반으로 한 저감방안의 수립이 미흡했던 것을 들 수 있다.
따라서 본 연구에서는 항만 및 어항개발 등을 포함한 해양매립사업이 자연·생태의 요소와 조화를 이루어 아름답고, 안전하고, 활력이 넘치는 이상적인 해안이 될 수 있도록 해양매립사업의 입지선정이나 계획수립단계, 공사 및 이용단계에서 발생하는 문제점을 살펴보고, 환경영향에 대한 효율적인 저감방안을 마련하고자 하였다. 이를 위해 해양매립사업의 주요 현황 및 문제점을 분석하였으며, 이를 토대로 다음과 같은 개선방향을 제안하였다.
첫째, 해양매립사업의 환경성 확보를 위한 기본방향으로 해양환경을 고려한 해양매립사업계획 수립, 환경관리해역 관리계획과의 연계성 확보방안, 해양매립사업의 관리방향을 제안하였다.
둘째, 계획수립 단계에서의 저감방안으로 인공조간대의 조성, 해안선 보존방안, 수질오염 저감방안, 친수공간의 조성방안 및 해양생물 서식공간을 고려한 호안 조성방안을 제안하였다.
셋째, 공사 시 저감방안으로서 현재 부유토사 발생 저감대책으로 이용하고 있는 오탁방지막의 문제점을 분석하여 각 공종별, 해역별 오탁방지막 설치 가이드라인을 제안하였다.
넷째, 모니터링 결과를 통한 저감방안 수립을 제안하였다.
본 연구는 해양매립사업의 입지선정단계에서부터 계획수립단계 및 공사단계에 이르기까지 해양환경에 미치는 영향을 효율적으로 저감하기 위한 사항들을 정비, 제공함으로써 친환경적인 해양매립사업의 운영에 기여할 것으로 기대된다.

다국어 초록 (Multilingual Abstract)

Recently, development projects including marine reclamation in coastal zones have been increasing in size and number. This has resulted in the increase of projects requiring Environment Impact Assessment(EIA), among other coastal environment related projects. This study, thereby, provides effective mitigation measures for environmental impacts of marine reclamations, mainly in the coastal zones near ports and harbors.
According to the EIA, development planning has been lacking harmony with the environmental elements of the coastal zone. Such discord can be directed toward the fact that mitigation measures, based on scientific and comprehensive EIA have not yet been established.
Analyzing environmental problems in a site selection, project planning, construction, and operation, this study outlines effective mitigation measures for environmental impacts of reclamation at each stage. With full intentions of connecting the environment with reclamation projects(port and harbor developments with the nature and ecology of the coast); this study hopes to maintain the beauty, safety and vigor of the coastal area. Directions for the mitigation of environmental impacts of current marine reclamation projects are listed in the following:
1. Project planning should be linked with environmental and coastal zone management.
2. The planning stages should consider issues related to the establishment of artificial tidal flats, options for coastal erosion prevention, seawater pollution, and seawall model system with a habitat for marine biota.
3. The Construction stages should be accompanied by an analysis of suspended solids e.g.)providing an installation guideline for silt protectors considering the marine environment and construction types.
4. The operation stages should be frequently consulted with results obtained during monitoring sessions.
We anticipate transforming a reclamation project into an eco-friendly practice by providing effective mitigation measures for environmental impacts at each stage from site selection to operation.
