본 연구는 북한 김정일 정권(1994년부터 2007년까지)의 대일정책을 분석하는 것이다. 즉 대일인식과 대일정책의 추진배경과 내용, 주요결정요인, 북일관계의 현안과 이에 대한 북한의 대응방식 등을 규명하는 것을 통해 김정일 시대의 대일정책을 제시한다.
김정일 정권의 일본에 대한 인식은 일본은 식민지지배와 관련하여 북한에 사죄하고 보상할 의무가 있다. 그럼에도 불구하고, 북한의 일본인납치문제와 미사일문제 등을 이용하여 사죄와 보상의 의무를 회피할 뿐 아니라, 자국의 군사대국화를 획책하고 있다. 대일정책의 내용은 가능한 조속한 국교정상화를 달성해, 일본으로부터 수교자금을 획득하는 것이다. 최대목표치는 일본으로부터 북한이 만족할 만한 사죄와 수교자금을 획득하고, 재일조선인의 북한공민으로써의 권리를 보장받는 것이다. 최소목표치는 일본의 군사대국화를 저지하고, 재일조선인에 대한 탄압을 중지시키는 것이다. 김정일 정권의 대일정책에 있어 보다 지배적(predominating)이고 지속적(perpetuating)인 요인은 국교정상화를 통해 수교자금을 획득하는 것이다. 북일간 주요 현안은 납치자문제, 핵.미사일문제, 조총련문제이다. 납치자문제에 대해서는 김정일이 직접 납치사실을 인정했으며, 납치피해자 가족들을 일본으로 돌려보냈기 때문에 종료된 사안이라는 입장이다. 미사일 및 핵실험은 북한의 자위권에 속하는 문제이며, 북미간 현안이기 때문에 일본이 간섭할 권리가 없다는 입장이다. 일본의 태도는 자국의 군사대국화를 합리화하기 위한 방편이라고 인식하고 있다.조총련과 재일조선인에 대해서는 북한의 공민으로써의 권리가 존중되어야 하며, 이에 대한 일본의 탄압에는 적극적으로 임한다는 입장이다. ∙김정일 정권의 대일정책에 있어 사용되는 주요 기제는 대화와 비난이다. 즉 일본이 북한의 요구에 응하지 않을 경우에는 비난 기제를 사용하고, 일본과 관계를 개선하고자 할 때에는 대화 기제 를 사용하고 있다. 특히 비난 기제가 일본에 미치는 영향력은 미비하다.

This paper discusses North Korea’s foreign policy with Japan during the regime of Kim Jung-Il. Kim Jung-Il practiced the foreign policy toward Japan based on "military-first politics" as represented by the "Bright Star Number One" missile. In 2000, the ninth, tenth, and eleventh North Korea-Japan diplomatic normalization talks were held, and in 2001, the North Korea-Japan summit meeting was held for the first time after the World War II. As a result of the talks, the "North Korea-Japan Pyongyang Declaration" was announced, which suggested a protocol to resolve conflicting views between North Korea and Japan regarding nuclear issues, kidnappings, and the retribution of past wrongs.
Unfortunately, the relationship between North Korea and Japan has reached a deadlock again due to public opinion in Japan regarding North Korea’s involvement in kidnapping practices. Japan has made several requests for North Korea resolve this issue by returning all kidnapped people, getting at the root of kidnapping, ending kidnapping practices and punishing individuals involved in these practices. As a result, Japan has taken sanctions against North Korea.
However, North Korea has insisted that the kidnapping issue was solved since Kim Jung-Il made an apology and promised to prevent kidnapping from happening again. Kim Jung-Il also returned all the kidnapped people to Japan. Instead, North Korea insists Japan settles past grievances that occurred in Korean history. Despite of these conflicts, North Korea still needs amity funds from Japan. Also, Japan understands there is little possibility of North Korea fully making up the kidnapping issue as requested by Japan.
