철도 편익산정의 현실화방안 연구 : 통행시간가치 편익 위주로 = A study on the alternatives for realization of benefit cost analysis in railway projects - More focused on benefits for the value of travel time

국문 초록 (Abstract)

철도, 도로, 항만, 항공 및 물류시설 등과 같은 교통시설의 개발사업은 예비타당성 및 타당성 분석시 경제성 평가가 중요한 평가척도이며, 특히 교통수요 예측 및 편익항목의 기준은 경제성평가의 중요한 역할을 차지하고 있으나, 교통수단별 특성을 고려하지 않고 천편일률적이고 비객관적인 파라미터를 적용하여 적절하지 못한 사업추진이 진행되고 있으며, 특히 편익항목이 이동성 위주의 항목으로, 도로에 비해 최근 대두되고 있는 철도가치의 편익이 제대로 반영되지 못하고 있다.
본 연구에서는 기존의 KDI 투자평가지침(제4판)과 국토해양부의 교통시설투자평가지침의 평가항목 중 통행시간가치 편익과 공사중 교통혼잡으로 인한 부(-)의 편익항목에 대해 문제점을 검토 후 개선방안을 제시하여 향후 철도사업시 현실적인 경제성분석의 방향을 제시하는데 목적이 있다.

The critical factor in analyzing pre-feasibility and feasibility on the transportation infrastructure development project such as railway, road, harbour, air and logistic facilities focuses on economic evaluation, especially the standard of transportation demand forecasting and benefit items. However, with application of stereotyped and nonobjective parameters whose benefit items are mobility-oriented to on-going projects, the future value of railway has not been fully reflected.
This paper, therefore, tackles issues on the value of travel time and negative benefit items by traffic congestion under construction among evaluation items of evaluation guidelines for transportation infrastructure by Ministry of Land, Transport and Maritime Affairs, and the existing guidelines for investment evaluation(4th edition) by KDI, and maps out long-term solutions. The objective of this thesis is to take a more realistic route for railway projects in the future.
