해방후∼1950년대 초 고등공민학교의 설립과 교육 = Establishment and Education of Folk High Schools from Korean Liberation to the Early 1950s

국문 초록 (Abstract)

고등공민학교는 여러 사정으로 인해 중학교에 진학하지 못한 사람들에게 중학교 교육을 실시하였으나, 중학교 학력인정을 받지 못하는 교육기관이었다. 그러나 고등공민학교는 고등학교입학검정고시에서 일부 과목이 면제되는 혜택을 누릴 수 있었으며, 배움의 때를 놓친 이들에게 학습 기회를 제공하였다. 본 연구는 해방 이후부터 1950년대 초까지의 시기를 대상으로 하여 고등공민학교 탄생의 배경과 설립, 교육 내용을 살펴보았다.
현재 ‘Higher Civic School’로 번역되는 고등공민학교는, 미군정 시기인 1948년 1월 ‘Folk High School’의 명칭을 달고 탄생하였다. ‘Folk High School’은 덴마크의 자유학교인 ‘폴케호이스콜레(Folkehøjskole)’를 기원으로 하고 있다. 고등공민학교는 학교 형태로서 폴케호이스콜레를 차용하였으며, 교육을 통해 달성할 수 있는‘공민’을 기르기 위한 교육기관이었다.
고등공민학교 설립인가신청서 서류를 통해 학교 설립절차와 형태, 재정과 운영과정을 알아보았으며, 고등공민학교를 다녔던 이들의 구술을 통해 교육경험을 구체적으로 살펴볼 수 있었다.

Folk high schools provided middle school education for those who did not go to middle school with in various circumstances, but it was an educational institution that did not gain recognition for giving middle school education. however, Folk high schools provided learning opportunities for those who missed out on learning experience. Also, Folk high schools were able to give their students to be exempted from taking some subjects of the high school entrance examination. This study examined the background of the birth, establishment and educational contents of the Folk high schools from the Korean liberation to the early 1950s.
The Folk high school, now translated as ‘Higher Civic School’ was born in January 1948 under the name of the ‘Folk High School’ during the U.S. military rule. ‘Folk High School’ was based on ‘Folkehøjskole’, a Danish free school. Folk high school modelled its operation after Folkehøjskole. It was an educational institution to raise ‘civilians’, which could be achieved to be through education.
In this study, the process of establishing the school, the form, the finance and the operational process were examined through checking the application form document for the establishment of the Folk high school.
