한국의 소득 불평등의 계급적 분석 = Inequality in Income Distribution in Korea: A Class Analysis

국문 초록 (Abstract)

한국의 소득 불평등에 대한 기존 연구들은 개인적 소득분배와 기능적 소득분배를 중 심으로 이루어졌는데, 이들에는 계급적 관점이 결여되어 있는 문제가 있다. 이 논문에서 는 계급적 시각에서 착취율, 즉 잉여가치율을 추정하고, 국가의 조세 징수 및 정부지출 을 통한 소득재분배 효과를 순소득이전 비율이라는 개념으로 검토했다. 이에 근거해 한 국에서 소득분배의 불평등에 대해 다음과 같은 대안적 설명을 제시했다. 첫째, 1997년 경제위기 이전에 존재했다고 주장되는 이른바 ‘분배에 기초한 성장’ 체제는 근거 없는 신화다. 둘째, 1997년 경제위기 이후 한국 사회의 신자유주의적 전환, 이른바 ‘97년 체 제’의 핵심은 노동자 착취 강화를 통한 자본의 이윤율 회복이며, 소득분배의 불평등 심 화는 그 결과다. 셋째, 2008년 글로벌 경제위기 이후 한국의 잉여가치율은 고율에서 유 지되고 있으며 소득분배의 불평등 역시 개선되지 않고 있다. 넷째, 2008년 글로벌 경제 위기 이전까지 한국에서 국가는 자본에서 노동으로의 소득이전을 달성하지 못했고, 그 이후로는 노동으로의 소득이전이 일어났지만 그 크기는 여전히 국제적 수준에 미치지 못할 뿐만 아니라 전반적인 불평등 추세를 반전시키지도 못했다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to provide a class analysis of the income distribution in Korea. Existing works on the income inequality in Korea mainly concentrated on analyzing the functional and income distribution, which are problematic because they lack the class perspective. By introducing a class perspective, this study estimates the Marxian rate of exploitation and its determinants. It examines the redistribution of income through tax collection and government expenditure by the state in terms of the Ratio of Net Income Transfer. The conventional wisdom that ameliorating income inequality accompanied the high economic growth during the 1970s and 1980s is groundless. Korean workers were severely exploited at a high and non-decreasing rate during the period. This study demonstrates that the essence of the neoliberal turn of Korean society after the crisis of 1997 is nothing else than the recovery of the capitalist profitability, enabled by intensified exploitation of the working class. The alarming increase in income inequality is the result. Before the 2008 global economic crisis, the state did not achieve income transfer from capital to labor in Korea. After the 2008 crisis, income transfer to labor has occurred. However, the size is still below the average level of OECD countries and is not enough to reverse the overall trend of inequality.
