본 논문은 논란 끝에 시행된 지상파방송의 낮시간 확대정책이 방송시장에 어떠한 영향을 미쳤는지를 알아보기 위한 연구이다. 이를 위해 먼저 방송시장 환경과 방송정책을 살펴봄으로써 방송시장에서 지상파 독과점의 문제점과 매체 간 균형발전의 필요성에 대해 알아보고 방송시간 규제배경과 필요성 및 방송시간 확대정책의 의의에 대해 살펴보았다. 다음으로 시간확대정책이 지상파 방송과 케이블방송의 시청행태에 어떠한 영향을 미쳤는지를 다각적인 낮방송 실시 전후의 시청률·점유율 변화분석을 통해 알아보고, 낮시간 확대이후 지상파방송의 낮시간대의 편성결과가 시청자 복지 측면에서 어떠한 영향을 미쳤는지도 더불어 살펴보았다. 마지막으로는 분석결과를 바탕으로 하여 향후 전면적인 방송시간 자율화에 대한 실시의 필요성과 시기, 그리고 방송시간 확대 정책의 제도적 보완에 관련된 정책적 시사점을 제시하였다.
분석 결과 낮방송 실시전과 비교할 때, 지상파방송의 시청율과 점유율은 크게 늘었으나, 상대적으로 케이블방송의 시청률은 소폭 상승에 그쳤고, 점유율은 하락하였다. 비록 낮방송 실시결과 전체 시청량의 증가에 따른 시장규모 확대라는 긍정적 측면도 있으나 지금까지 지상파방송의 시청률과 점유율이 계속 하락하는 추세였고, 케이블방송의 시청률과 점유율은 계속 상승하는 추세였음을 감안할 때 지상파방송의 낮시간 확대는 기존 시청자들의 이동으로 인한 매체 간 대체효과가 상당 부분 발생하여 지상파방송의 영향력을 확대시키고, 케이블방송의 영향력은 감소시켜 지상파방송의 독과점을 심화시키는 것으로 나타났다. 또한 방송시간 확대는 편성분석결과, 오락·재방송 프로그램 편중 등 상업성으로 인해 지상파방송의 독과점을 심화시켰고, 소외계층 방송 접근권 보장 및 프로그램의 다양성 구현에 미흡하여 시청자 복지측면에서도 긍정적인 효과를 나타내지 못했음을 알 수 있었다.
따라서 지상파방송의 낮시간 확대결과 케이블 채널군별, 인구통계학적 변수별로 나타난 차별적 변화를 고려하여 방송사는 낮시간 TV매체 활용도가 높은 집단의 시청권 보장을 위한 편성전략을 수립할 필요가 있다. 정책당국은 낮방송 실시 분석 결과를 토론회, 보도자료 등을 통해 공론화함으로써 여론을 형성하고, 방송사로 하여금 자율적 정화노력을 하도록 유도하는 한편, 재허가나 방송평가시 낮시간 편성내용의 심사반영 및 편성비율규제 강화 등 법령규정을 보완하여 정책의 실효성을 확보할 필요성이 있다고 판단된다. 이처럼 지상파방송의 낮시간 확대 실시 결과는 현행 낮시간 방송정책이 보완되어야 함을 시사해 주고 있다.

This study is aimed at assessing the influence that de-regulation of terrestrial broadcasting hours has on the broadcasting market which was enforced with criticism. First, it discussed the problems of terrestrial broadcasting monopoly and oligopoly and the necessity of balanced development between platforms by looking at the market environment and broadcasting policy. Also, it examines the background of regulating broadcasting hours and the significance of de-regulating it. Secondly, the effect of de-regulation on terrestrial and cable broadcasting has been analyzed by through various studies on the changes in ratings and shares before and after broadcasts. Further studies were made on how daytime terrestrial broadcasting effects the viewer's welfare. Lastly, based on the results of this study, the necessity and period of autonomous regulation of broadcasting hours and suggestions on improving the current measures are raised.
Compared to pre-daytime broadcasting, ratings and shares of terrestrial broadcasting increased significantly, while cable broadcasting showed slightly higher ratings and a fall in shares. This shows that the size of the market increased with higher ratings. Considering, however, that ratings and shares for terrestrial broadcasting has been decreasing while increasing for cable television, the re-regulation of broadcasting hours has created a substitution effect lessening the influence of cable broadcasting while broadcasting that of terrestrial broadcasting. Assessment of program scheduling showed that monopoly and oligopoly has become more serious because terrestrial broadcasters allocated entertainment and rebroadcast programs during the daytime. This also means that access to broadcasting by the minority and diversifying broadcast programs has not been achieved.
Therefore broadcasters should present a scheduling strategy that protects the viewership of those utilizing daytime broadcasting based on specific considerations on the different audience groups. The policy making authority need to publicize the results of such assessment through open hearings and press releases and create a public opinion. This will lead to self regulation on that part of broadcasters and a strengthened license review mechanism for regulators making the policy more effective. As such this study shows that the current policy on daytime broadcasting needs improvement.
