People have had much interest in the administrative ethics with the problems in the abuse of governmental power and in public good in America after Watergate scandal in June, 1972. And in Korea, citizen have shown increasing interest in the administrative ethics since the formulation of the Chart of Civil Servants' Ethics, facing such structual changes as economical and social development.
On the basis of recognizing the above problems, this study aims at systematizing the contents of administrative ethics th- rough the existing data, at measuring the level of civil servants' ethics with an emphasis on the responsibility and at stimulating civil servants' self-reflection and self-perception by examining the difference of citizen's perception on the civil servants' responsibility with reference to the variables of their social background.
This study is composed of five chapters.
In chapter 1, the purpose and method of this study are explained.
In chapter 2, the contents of the administrative ethics consists of the legal and autonomous restriction. Responsibility within administrative ethics is categorized into moral responsibility and legal responsibility. In this study, subjective, active, and internal responsibility corresponds to moral responsibility (responsibility) and objective, passive, and external responsibility corresponds to legal responsibility (accountability).
In chapter 3, sample o f research is citizen and college students in Pusan city. Significant questionaires collected were 623. Generally, scale was constructed according to Likert's type.
In chapter 4, the correlation between variables of social background and other variables (responsibility, accountability) were verified by T-test and F-test. Following factors were adopted as variables of social background; Age, Education, Sex, Vocation, Religion, Region, and Economic level.
Finally in chapter 5, summary and conclusion of the study are made.
The important outcomes of the analysis are as follows.
Two groups, college students and citizen view civil servants' responsibility and accountability with significant difference. The level of significance was chosen at P□ .001. Collegians estimate civil servants' responsibility lower than citizen do.
The view of responsibility and accountability deviates with age of those who answered questionaires. Those in their thirties and forties appreciate the responsibility of civil servants higher than those in their twenties and fifties do.
The group with low education takes more generous attitude toward civil servants' responsibility than the group with high education does.
The perception of responsibility and accountability deviates with collegians' major study. Students majoring in public administration appreciate civil servants' responsibility more unfavorably than students majoring in other subjects do.
Sex and civil servants' responsibility show comparatively deep relation. Women evaluate civil servants' responsibility and accountability higher than men do in every respect.
In view o f occupation, workers in professional job estimate civil servants' responsibility lower than workers in service-related job do.
The other variables did not turn out to make significant difference of civil servants' responsibility at 5% level of significance.
