연구논문 : 전라남도 이산화탄소의 배출구조와 배출격차 -산업연관분석을 중심으로- = Industrial Structure of CO2 Emission and Emission disparity in Jeonnam -Using Input-output Analysis-

국문 초록 (Abstract)

본 연구에서는 지역경제의 관점에서 전남의 산업구조의 특성과 산업연관분석을 통한 이산화탄소 배출구조과 배출격차를 분석하여, 이산화탄소배출구조와 배출격차와의 관계를 고찰하였다. 지자체의 기후변화대응과 녹색성장이 지역경제차원의 환경 및 경제정책에서 중요시되고 있는 상황에서 전남의 에너지소비에 의한 이산화탄소배출량은 호남광역경제권 산업전체에 78% 이상을 차지하고 있어, 전남을 대상으로 한 이산화탄소배출구조와 이산화탄소 배출격차의 분석은 호남광역경제권 차원에서도 중요한 의미를 갖는다. 이에 대한 분석의 주요 결과는 다음과 같다. 첫째, 전남의 산업구조 특성은 기초소재형 제조업에 심하게 편중되어 있었으며, 전남의 이산화탄소 배출비중이 높은 주요산업은 제1차금속제품, 비금속광물제품, 화학제품이, 석유및석탄제품, 운수및보관 산업이었다. 둘째, 이산화탄소배출 비중과 경제파급효과와의 관계에 있어 생산유발효과가 큰 산업은 운수및보관 산업을 제외하면 모두가 기초소재형 산업에 해당되어 있다. 전남에서는 이산화탄소배출이 큰 산업이 지역경제에 유발효과도 큰 것으로 나타났다. 특히 이산화탄소 배출비중 및 생산유발효과가 높았던 제1차금속제품은 이산화탄소 영향력 계수가 여타산업과 비교하여 상대적으로 낮았다. 셋째, 이산화탄소 배출구조를 분석하기 위해 사용한 변수(부가가치비중, 생산유발액, 이산화탄소배출비중, 이산화탄소 영향력계수)와 이산화탄소 배출격차와의 관계에 대해 상관분석을 한 결과, 이산화탄소 영향력계수를 제외한 부가가치비중, 생산유발액, 이산화탄소배출비중의 변수들은 이산화탄소배출격차와 통계적으로 유의한 상관관계를 갖고 있는 것으로 나타났다. 또한 이산화탄소배출격차에 대해 생산유발액을 단순회귀분석한 결과, 통계적으로 유의한 것으로 나타나 전남은 산업구조적 측면에서 경제성장과 더불어 이산화탄소 배출격차가 커질 것으로 추정된다.

Recently, green growth is the most important environmental issue for regional economic activity in terms of the global warming. The greenhouse gas emissions are closely related to the public life and economic activities. JeollaNamdo industries in the Grand Economic Regions(GER) have generated 78% ratio of the CO2 gas emissions from oil, coal and natural gas in 2005. They are closely related to the public life and economic activities. This paper provides an empirical analysis to identify the relationships between the industrial structure of the carbon dioxide(C02) emission and emission disparity in the JeollaNamdo region of Korea. This paper use input-output method for analysis of the industrial structure between the CO2 emission and emission disparity. The empirical study has revealed that the basic material sectors in manufacture of JeollaNamdo are major factor caused to increases in CO2 emission in industrial structure. According to the analysis by the industrial structure of CO2 emission, The factors of the CO2 emission structure are significantly associated with the output, added value, CO2 emission and environmental DPG value in JeollaNamdo. Especially, Emission disparity by the environmental DPG value has a causal relationship with the output in industrial structure of JeollaNamdo.
