To establish the comprehensive counterplan for drought, the drought management system must be made when drought occur and the sustainable and comprehensive plan, the drought protection and management, must establish. Terms for the drought management system establishment are the understanding of drought situation, the presentation of the operation improvement plan which is related to the water supply system during drought, the plan of the drought early warning system establishment and the plan of the long-term and short-term drought managements, etc. Considering the agricultural damages during drought, it is second to the damages during flood. Anytime we have undergone difficulty which is related to the scarcity of water. Severe drought tends to occur in almost every five years in Korea. Drought responses have been well operated in close collaboration with the central, local government and the water management authorities on the institutional framework. However, the responses are usually post-activities to a drought event. The responses often face difficulties in operating and managing process due to an absence of a drought monitoring system and drought triggers. The objective of this study is to set up drought triggers through a time-spatial interpretation of drought index and the government responses during historical drought events. Drought triggers are divided into four categories: advisory, watch, warning and emergency stage. The range and drought-impacted area of an each stage in triggers have been addressed using drought index. Furthermore, a web-based drought monitoring system is illustrated. Also, the water supply capacity index is made in this study and the operation improvement plan against drought is examined which is based on the water supply capacity of the water supply facilities.
