북한의 체제전환과 글로벌 거버넌스

국문 초록 (Abstract)

본 연구는 사회주의국가와 분단국가들의 체제전환 과정 중 글로벌 거버넌스의 관여에 대한 이해와 이에 대한 북한의 인식과 대응은 어떠했는지를 살펴보았다. 사회주의국가와 분단국의 체제전환에 있어 글로벌 거버넌스의 정치적, 법제도적 차원에서의 각종 경제적 지원들은 해당 국가에 적지 않은 영향을 주었다. 이러한 글로벌 거버넌스의 관여와 역할에 대해 북한의 기본적인 인식은 북한체제의 유지라는 관점에서 볼 때 국가자주권을 위협하는 국제사회의 공동 국제기구로 보고 있다. 결국 북한은 글로벌 거버넌스를 통해 수원국 또는 약소국은 강대국에 예속화될 수 있다는 부정적 인식을 바탕으로 국가자주권을 존중하는 원칙을 견지하면서 국제기구 내에서 민주주의와 공정성을 지켜 나간다는 것이 북한의 기본 대응 방향이다. 다양한 영역에서 이를 극복하는 것이 향후 글로벌거버넌스 차원의 북한 개입이 본격화될 경우 보다 진전되고 폭 넓은 사회·경제개발 목표들을 달성하는 데 중요한 토대가 될 것임을 시사하고 있다.

This study aims to review North Korea’s recognition and responses toward the engagement of global governance in the transformation of socialist countries and divided nations. Diverse economic aids of global governance at a political and legal level has played a pivotal role in socialist countries and divided nations’ economy in transformation. North Korea’s recognition on the involvement of global governance and its role is highly negative in terms of continuation of power since it is regarded as a joint organization of the international community potentially threatening the regime. Therefore, based on negative awareness that a recipient country or weak state could be subordinate to strong nations through global governance, North Korea’s fundamental countermeasure in adherence to national sovereignty is complying with democracy and justice in international organizations. It must be overcome them in different areas. It indicates that such products will be an essential foundation for accomplishing progressive and extensive social economic development goals when international community’s engagement with North Korea is accelerated in the future in terms of global governance.
