        In hopes of national new reform and development, the first age of popular-elected local self government, starting in 1995, gave way to the second of its kind on July 1, 1998. But the second age of local self government electde by the people, which just sail under the economical crunch with the IMF, meets with a serious and urgent situation. A strategy for reforming local administration are to be called on to lay the foundation of new local management and to enhance the efficiencies of self-governing bodies, in order to cope with these challenges and opportunities facing them and to acquire their comparativeness. A innovational way of managing administration business, to satisfy the efficient functions of making policies and serving each inhabitant, ought to be employed for these customer-oriented local governments to succeed in administrative reform. So it is considered imperative to do"a study on the development plans for administrative information services in the Information Age" for the sake of establishing a customer-oriented electronic local government. Accordingly, this study is intended to set up electronic local self-governing bodies, and explore ways towards development plans for administrative information services, based on a theory of a customer-oriented electronic local government necessary to carry out more pro-customer and productive administration.

      • 교통사고의 거시적 위험도 예측모델 구축에 관한 연구 : in the case of Taegu Metropolitan City 대구광역시를 대상으로

        요 약 문 본 연구는 주요 교통지표와 교통사고지표를 사용하여, 대구 광역시의 거시적인 교통사고 위험도를 예측할 수 있는 적절한 모델을 개발하는데 그 목적이 있다. 특히, 본 연구에서는 교통사고의 거시적인 위험도예측의 지표로서 차량보유율(인구 1만인당 차량대수)을 사용하였으며 독립변수로는 여러 가지 주요 교통지표를 선정하여 회귀분석을 실시 하였으며, 상관분석결과 차량보유율과 상관이 낮은 인구 사고율은 회귀분석을 실시하였으며, 상관분석결과 차량보유율과 상관이 낮은 인구 사고율은 회귀분석에서 제외하였다. 대구광역시의 거시적인 교통사고위험도의 단기예측결과 추계년도 2000년∼2002년까지 차량사고율은 계속적으로 감소할 것으로 예측되었지만, 차량보유율의 증가와 인구의 증가로 교통사고건수와 사망자수, 부상자수는 계속 증가할 것으로 예상된다. 차량사고율의 감소추세 경향의 둔화로 인해 기존의 교통안전정책에 의한 사고감소대책은 이제 한계에 도달했다고 판단되기 때문에 금후는 보유하고 있는 차량의 이동성을 감소시키기 위한 새로운 교통안전정책과 국민들의 차량이용 문화확립이 필요하다고 판단된다. Abstract The purpose of this study is to develop macroscopic risk-forecasting model of traffic accident using the traffic indices and traffic accident for Tae-gu Metropolitan City. In formulating the model, regression analysis was used to analyze relationship between the variables of the motorization per 10,000 people and the accident rates (accident number, death, injury) per 10,000 vehicle. But, accident rates per people were excluded inthe analysis because of its low relevance to motorization per 10,000 people in Tae-gu Metropolitan City. The results of short tems risk-forecasting on Tae-gu metropolitan City show that vehicle accident rates will be decreased from 2001 to 2002 but total accident number, death, injury will be increased because of the expected growth of vehicles and populatation at the same period. Thus, we suggest that new trsffic safety policies shuld be established such as reduction of vehicle mobility.

        추골동맥의 해리성 동맥류 : 증례 보고 A Case Report

        Rupture of an intracranial dissecting aneurysm is a rare but dangerous event and are difficult to diagnosis and manage, and carry a high morbidity and mortality. The angiographic features typically showed fusiform dilatation and proximal and/or distal dilatation of the affected artery. Depending of location of dissection, surgical options are; ligation, trapping, or reenforcement of exposed abnormal portion of vesseles. The authors report a case of nontraumatic dissecting aneurysm, stroke with subarachnoid hemorrhage(SAH) and the proximal portion of origin of PICA was treated with clipping of vertebral artery proximal to dissecting aneurysm.

      • 태권도 운동이 30代 주부들의 신체에 미치는 영향

        The purpose of this study was to examined the effect of Tae Kwon Do exercise on the body in middle - aged women. The subject was composed of 14 females in aged 30s and they took prat in 1 hour each day, three days per week for 16weeks. The measure of body composition, blood pressure, physical fitness and W/H ratio were conducted pre, middle and post exercise. The amount of change among pre, middle and post exercise were analyzed by paired t-test at the .05 level of significant. The results were as follows : 1. Body compostion 1) There was not statistically significant change in weight, %fat, fat volume, lean body mess among pre, middle and post exercise. 2. Blood pressure 1) Systolic blood pressure, Diastolic blood pressure were not statistically significant among pre, middle and post exercise. 2) Blood velocity, Total pheripheral resistant were statistically significant among pre, middle and post exercise. 3. physical fitness 1) Grip strength (left, right) was statistically significant among pre, middle and post exercise. 2) Flexbility was statistically significant among pre, middle and post exercise. 4. Waist/Hip ratio was statistically significant among pre, middle and post exercise. Body composition, Total pheripheral resistance, Flexbility and Waist/Hip ratio induced decrease from 8weeks after program. Especially Systolic blood pressure and diastolic blood pressure were changed after 16weeks. Blood velocity and Grip strength(left, right) were increaseed at 8weeks from exercise. On the basis of this result it was conculded that Endurance TaeKwon-Do exercise could be a possitive effect on body composition, blood pressure and physical fitness in middle - aged.

      • 세단뛰기 우수 선수의 운동학적 분석

        I. Conclusions The purpose of this study is to analyze the kinematics variable of triple jump action. The subjects in this study were total 3 athletes of a class of national team. For this study, three-dimensional visual analysis by use of DLT method was used after making a film of a movement during a contest. As a result of calculating the mean and standard deviation by analyzing distance, time, speed, angle factor, etc. of the kinematics variables, the results has been obtained as follows: 1. It was shown that a phase distance and a phase ratio for all athletes were 37.2±0.15% and they showed a hop-dominated technique commonly, and the subject A jumped to the longest distance of 6.01m and also had the best ability to jump in step and jump distance. 2. In aspects of height of the body center, it was shown that the subject B had the highest body center at each phase take-off moment. And in height changes of the body center from a hop landing to a step take-off moment, the subject B had the highest height of 9cm, and the subject B and C had the highest heights of 22cm from step landing to jump take-off. 3. In aspects of distance from the body center to a landing lag, it was shown that the subject B had the shortest distance of 54.8cm in hop take-off moment and the longest distance of 57.5cm in hop landing moment. 4. In aspects of flying time of each phase, it was shown that the subject A had the longest time of 0.55s at hop, 0.46s at step and 0.71s at jump respectively. 5. In aspects of a horizontal speed at each phase, it was shown that the subject A had the fast time of 9.55m/s at hop, 7.94m/s at step and 6.66m/s at jump respectively. And in aspects of a vertical speed at each phase, the subject A had the slowest speed of 2.03m/s at hop, but had the fast speed of 3.25m/s at jump. In vertical speed at a moment of each phase take-off, it was shown that both subjects B and C had the speed changes in the form of middle-low-high but the subject A had the speed changes in the form of gradually increasing. 6. In aspects of take-off angle of the body center at a moment of each phase take-off, it was shown that all of the subjects had the gradually increasing take-off angle. But, the subject A had the lowest take-off angle of 12.0 at hop. This was a value similar to the international value, that is, when comparing to an overseas proceeded study, the mean value of take-off angle of a hop was shown as 12.5. 7. In aspects of changes of a coxa angle, it was shown that a coxa angle of a free leg was small as the subject C had 101 at hop, subject B 100.2 at step and subject A 100.5 at jump respectively, but for a coxa angle at a moment of hop, step and jump take-off, all of subjects had an angle more than 100. 8. In aspects of an angle of ankle joint, it was shown that the subject C had the largest ankle angle of 126.9 at take-off moment and the subject A had the largest angle of 108.8 and 115.5 at step and jump moment respectively, and the subject A had the smaller angle of 84.9 than other subjects at hop and step landing moments. II. Propositions As a result of this study, we recommend that the following proposition shall be observed for ensuring the succeeding action improvement policy and follow-up study. It is necessary that all of three subjects shall change the hop-dominated technique to the jump-dominated technique. And, maintaining the upper body to be a perpendicular posture if possible at the moment of each phase landing can result in easy and smooth transferring to the next action without any interruptions. A modeling study on the kinematics variables at the last three-step before take-off board of triple jump and phase ratio for the new phase is to be considered.
