        공급업체 선정을 위한 퍼지 TOPSIS 접근방법

        Decision-making problem is the process of finding the best option from all of the feasible alternatives. In almost all such problems the multiplicity of criteria for judging the alternatives is pervasive. That is, for many such problems, the decision maker wants to solve a multiple criteria decision making(MCDM) problem. In general, multi-criteria problems adhere to uncertain and imprecise data, and fuzzy set theory is adequate to deal with it. Since human judgments including preferences are often vague and cannot estimate his preference with an exact numerical value. In decision-making process,very often, the assessment of alternatives with respect to criteria and the importance weight are suitable to use the linguistic variables instead of numerical values. A linguistic decision process is proposed to solve the multiple criteria decision-making problem under fuzzy environment. This paper is aimed to present a fuzzy decision-making approach to deal with the supplier selection problem in supply chain system. During recent years, how to determine suitable suppliers in the supply chain has become a key strategic consideration. However, the nature of these decisions usually is complex and unstructured. Many quantitative and qualitative factors such as quality,price, delivery, and relationship with supplier must be considered to determine suitable suppliers. In this paper we have proposed a similarity aggregation method to aggregate fuzzy individual opinions into a fuzzy group consensus opinion, according to their consensus degree coefficient, in MCDM with group decision problems. We consider the difference of importance of each expert as a crisp value in our method. The degree of importance of each expert also can be represented by a linguistic variable; i.e. a fuzzy number. However, if the importance degree of each expert is a fuzzy number,then the aggregation method will not satisfy the consistency requirement. In fact, the fuzzy TOPSIS method is very flexible. According to the closeness coefficient, we can determine not only the ranking order but also the assessment status of all possible suppliers. Significantly, the proposed method provides more objective information for supplier selection and evaluation in supply chain system. The systematic framework for supplier selection in a fuzzy environment presented in this paper can be easily extended to the analysis of other management decision problems. However, improving the approach for solving supplier selection problems more efficiently and developing a group decision support system in a fuzzy environment can be considered as a topic for future research. 본 논문의 연구목적은 공급망에서 퍼지 의사결정방법을 적용하여 공급업체 선정문제를 해결하는것이다. 일반적으로 공급업체 선정을 위해서는 품질, 가격, 납기, 공급업체와의 관계 등과 같은 다양한 양적,질적 변수들이 고려되어야한다. 본 논문에서는 위와 같은 변수들을 측정하고 가중치를 부여하기 위해서 언어적 변수를 사용하였으며, 이러한 언어적 측정값은 사다리꼴이나 삼각형 퍼지 수로 나타낼 수 있다. 공급업체 선정문제의 평가기준에 대한 가중치를 도출하고 의사결정자들의 공급업체 평가결과를 통합하기 위해서,퍼지 집합이론과 TOPSIS에 기반을 둔 계층형의 다기준 의사결정모형을 제안하였다. 4가지의 평가기준, 4개 공급업체, 3명의 평가자로 이루어진 사례회사의 공급업체 선정문제에 이 방법을 적용하는 절차를 단계적으로 제시하였다. 결론적으로 본 연구에서 제안한 모형은 공급업체 선정문제에 매우 적합한 것으로 나타났다.

        Fuzzy-TOPSIS를 이용한 우간다 농산업 창업지원센터 최적입지 선정에 관한 연구

        This study aimed to evaluate the application of the multi-criteria decision-making approach, specifically Fuzzy-TOPSIS, in agriculture official development assistance (ODA) projects. The focus of the study was to identify the optimal location for establishing the Korea Agricultural Business Innovation Center (K-ABIC) in Uganda, as part of the Strengthening Capacity for Youth Agribusiness Development in Uganda (SCADU) project. In this study, six decision-makers assessed four candidate locations (alternatives) based on four criteria: accessibility, potential for rent expense reduction, suitability as an office and educational facility, and sustainability. Linguistic scales were utilized and transformed into triangular fuzzy numbers. Closeness coefficients (CC) were then calculated to prioritize the optimal location, which was found to be the Technology Research Center located in Makerere University Agricultural Research Institute Kabanyolo, outside of Kampala (alternative 3). The findings of this study confirmed the applicability and usefulness of Fuzzy-TOPSIS through a real case study conducted in Uganda. The practical implementation of multi-criteria decision-making methods, such as Fuzzy-TOPSIS, is expected to contribute to resolving decision-making challenges in the field of international development cooperation.

        A Fuzzy-Goal Programming Approach For Bilevel Linear Multiple Objective Decision Making Problem

        This paper presents a fuzzy-goal programming (FGP) approach for Bi-Level Linear Multiple Objective Decision Making (BLL-MODM) problem in a large hierarchical decision making and planning organization. The proposed approach combines the attractive features of both fuzzy set theory and goal programming (GP) for MODM problem. The GP problem has been developed by fixing the weights and aspiration levels for generating pareto-optimal (satisfactory) solution at each level for BLL-MODM problem. The higher level decision maker (HLDM) provides the preferred values of decision vector under his control and bounds of his objective function to direct the lower level decision maker (LLDM) to search for his solution in the right direction. Illustrative numerical example is provided to demonstrate the proposed approach.

        퍼지 TOPSIS를 이용한 보험회사 업무정보시스템의 재난복구 우선순위결정

        본 논문의 연구목적은 정보시스템에 퍼지 의사결정방법을 적용하여 재난복구 우선순위결정문제를 해결하는 것이다. 퍼지 환경 아래에서 보험회사 업무정보시스템의 재난복구 우선순위결정을 위한 TOPSIS 접근방법을 도출하기 위해서, 모호성과 주관성에 대한 언어적 측정값은 사다리꼴 퍼지 수로 나타낼 수 있다. 본 연구에서는 평가기준에 대한 가중치를 도출해서 업무정보시스템의 재난복구 우선순위를 평가하기 위해서, 퍼지 TOPSIS 방법을 적용하였다. 이러한 접근방법으로 4가지의 평가기준(시스템 의존도, RTO, 손실, 업무대체자원)과 4명의 평가자가 평가하는 15개 업무정보 시스템에 대한 보험회사 사례를 제시하였다. 결론적으로 본 연구에서 제안한 접근방법은 보험회사의 재난복구 우선순위결정에 매우 적합한 것으로 나타났다. 본 논문에서 제시한 퍼지 환경에서 재난복구 우선순위결정에 대한 체계적인 접근방법은 업무연속성계획(BCP)을 위한 업무영향분석(BIA) 뿐만 아니라, 다른 위기 의사결정문제분석에도 쉽게 적용가능하다. This paper is aimed to present a fuzzy decision-making approach to deal with disaster recovery priority decision problem in information system. We derive an evaluation approach based on TOPSIS(Technique for Order Performance by Similarity to Ideal Solution), to help disaster recovery priority decision of business information system for insurance company in a fuzzy environment where the vagueness and subjectivity are handled with linguistic terms parameterized by trapezoidal fuzzy numbers. This study applies the fuzzy TOPSIS method to determine the importance weight of evaluation criteria and to synthesize the ratings of disaster recovery priority for business information system. This approach is demonstrated with a real case study involving 4 evaluation criteria(system dependence, RTO, loss, alternative business support), 15 business information systems assessed by 4 evaluators from a insurance company. This paper shows that the proposed method is well suited as a decision-making tool for disaster recovery priority decisions in insurance company. The systematic framework for disaster recovery priority decision in a fuzzy environment presented in this paper can be easily extended to BIA(Business Impact Analysis) for BCP(Business Continuity Planning) as well as the analysis of other crisis decision problems.

        퍼지이론을 이용한 긴급오더 의사결정 연구

        Basically, the order that is previously fixed in the production plan is prioritized than the unfixed order but the unfixed order is sometimes prioritized. Many studies on fast countermeasures, when the unfixed order besides fixed orders are urgently fixed or urgent order occurs, have been conducted, but decision-making of selecting priority of the urgent order is made without understanding of objective function and restrictions. In addition, in reality that is the subject of decision-making, variable, uncertain, or vague parts are written with inherent experts` supervision so it is hard to evaluate positive and negative effects objectively and lowers reliability of countermeasures. In case that the urgent order occurs due to unexpected traffic changes and especially such urgent orders flock at once, unless the priority is decided properly, then even previously fixed order would be cancelled and thus there may be the delivery deadline. The purpose of this study is to develop the urgent order priority decision-making model by using fuzzy theory in order to solve vague decision-making reasonably as a method for determining the effective order of priority of urgent order.

        항만물류종합정보시스템의 재난복구 우선순위결정

        This paper is aimed to present a fuzzy decision-making approach to deal with disaster recovery priority decision problem in information system. We derive an evaluation approach based on TOPSIS(Technique for Order Performance by Similarity to Ideal Solution), to help disaster recovery priority decision of total information system for port logistics in a fuzzy environment where the vagueness and subjectivity are handled with linguistic terms parameterized by trapezoidal fuzzy numbers. This study applies the fuzzy multi-criteria decision-making method to determine the importance weight of evaluation criteria and to synthesize the ratings of candidate disaster recovery system. Aggregated the evaluators’ attitude toward preference, then TOPSIS is employed to obtain a crisp overall performance value for each alternative to make a final decision. This approach is demonstrated with a real case study involving 4 evaluation criteria(system dependence, RTO, loss, alternative business support), 7 information systems for port logistics assessed by 5 evaluators from Maritime Affairs and Port Office.

        Creating the Optimal Product Business Management System for Social and Enterprise Development

        Purpose - This paper examines product design management, the current design focus of which has shifted to the need to produce innovation applications that can effectively respond to the market’s consumption changes in a timely manner. Research design, data, methodology - This study discusses several methodologies that are widely used in experimental processes, such as fuzzy theory, multi-criteria decision-making theory, and managing decision making. The designers will better understand their customers by applying these methodologies. This study examines how the current trend in product innovation design observes customer needs, controls innovation, and stimulates design ability. Results - This paper takes innovative telephone design as an experimental case to investigate how to create a product using market-oriented and customized management concepts and creative design abilities. Conclusions - If accompanied by an innovative product value chain, a product can further the development of enterprise management,now the main element of every developed country’s social and economic development.

        The Impact of Industrial Reform on the Efficiency of the Korean Electricity Sector

        This paper examines the effect of electricity market reforms on the efficiency performance of the Korean electricity industry. By using survey data, due to the limited availability of firm-level data, this paper evaluates the efficiency impact of reform by using the fuzzy set theory that reflects the policy uncertainty of the Korean electricity sector. In particular, this theory is used to construct a precise metric of the importance of each indicator based on a survey of industry participants and scholars; the theory helps construct a relative weight of the importance of such indicators by permitting the conversion of uncertain subjective evaluations into practicable measurements. We then use the relative importance of each indicator resulting from this exercise to construct a weighted sum of an efficiency index for the post reform years of 2001-2008. We normalize the index so that the 2001 value is 1 and find that the value of the index has generally risen over the years to reach a value of 1.04 to 1.05 by the end of the study period. The overall results show that generation cost is the most important factor in efficiency-related decision-making processes and that efficiency values for the whole period tended to increase.
